Main Purpose of Job

This position serves as the Quality Assurance (QA) Analyst for the Maryland Department of Human Services (DHS) Social Services Administration (SSA). The primary purpose is to coordinate agency responses to noncompliance in Child Protective Services Adult Protective Services Foster Care Family Preservation and other Child Welfare and Adult Services programs as well as to plan interventions with the Local Department to reduce noncompliance.

POSITION DUTIES

  • Assists in coordinating program compliance reviews for Child Welfare and Adult Services.
  • Coordinates and oversees independent appraisal activities at the Social Services Administration and Local Departments of Social Services including conducting various audits (Financial and Compliance Economy and Efficiency and Programmatic Results) and reporting findings and recommendations for improvement to the Director of Quality Policy and Performance Management.
  • Manages the creation and implementation of Plans of Action (POAs) in coordination with affected Local Departments and Units the Director of Quality Policy and Performance Management and SSA Leadership.
  • Provides quality improvement oversight for the ongoing quality improvement reviews of SSA programs at the 24 Local Departments of Social Services and DHS Headquarters. Assess user/client outcomes.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered and to appear on the list of people eligible for hire. Please read all requirements before applying.


Education: A Bachelors degree in accounting from an accredited college or university or a Bachelors degree from an accredited college or university with 30 credit hours in accounting and related courses including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance economy and efficiency and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a masters degree in accounting from an accredited college or universityfor one year of the required experience.

3. Candidatesmay substitute one year of professional accounting experience for one year of the requiredexperience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a yearforyear basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience in a Human Servicesrelated subject (child welfare adult services public health etc..
One year of experience conducting independent reviews and interpretations of applicable laws and regulations.
One year of experience providing technical assistance for Child Welfare and/or Adult Services programming audits.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operators license valid in the State of Maryland.
