The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education regulation and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program the Recreational Program and the Public Safety Program. All three programs are supported by the Administration Financial Services and Support Services divisions. Revenue generated from these programs helps support state and local government programs.
This position is with the Distilled Spirits Program which oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases warehouses and distributes distilled spirits to Oregons independently operated liquor stores.

About this opportunity:
This position is based at our Milwaukie OR distribution center. Please note that the distribution center for the agency will relocate from Milwaukie to Canby OR by approximately the third quarter of 2026.
After an initial training period this position may be eligible for a flexible hybrid work schedule however weekly inoffice work will be required. This position is not eligible to be fully remote.
This position is a management service position and is not represented by a union.
This position serves a twelve 12 month trial service period.

The following list represents the general responsibilities of the Retail Services Assistant Director (Business Operations Manager 2:
Anticipates identifies and analyzes potential and actual operational and policy issues.
Assures liquor agents uphold their contracts and operate in compliance with the state liquor laws administrative rules and the Retail Operations Manual.
Identifies laws rules or policy changes that are needed.
Assesses and advises other decision makers on potential effects of recommended changes to legislation rules or policies.
Manages and directs the District Managers who work directly with liquor agents to ensure compliance with policies and procedures improve operations and customer service and resolve issues.
Analyzes demographics and market forces to recommend liquor store relocations or new sites to the commissioners for their approval.
Develops new programs to keep the retail operation a modern practical efficient operation responsive to consumer needs.
Serves as ultimate resource for answering liquor store agents questions and solving problems concerning distilled spirits retail operations.
Keeps current on stateoftheart solutions to business and retailing processes.
Directs plans organizes controls records and budgets for all activities of the Retail Services Division.
Supports distribution strategies by collaborating with the Distribution & Purchasing Director.
Supervise Retail Services Division hires trains and disciplines subordinates.
Represents the Retail Services Division the Distilled Spirits Program and their issues at the agency level.
Reports to Executive Committee and commissioners on Retail Services Division project development and issues; presents information to commissioners and requests policy decisions.
Serves as spokesperson and agency representative to liquor agents and their organizations to business interest groups governmental agencies Oregons state Legislature and its subcommittees the alcoholic beverage industry and other groups.
Participates with the Retail Partners Council (RPC) and attends agents conventions.
Gives expert testimony such as to the state Legislature on the retail issues.

Heres what you need to qualify:
Minimum Qualifications:
Six years of supervision management or progressively related experience
OR
Three years of related experience and a bachelors degree in a related field
Preferred Experience
Prior experience managing teams; ability to set goals organize work and direct team members in remote or hybrid settings.
Demonstrated experience developing and communicating retail strategies that align with organizational strategies and goals.
Demonstrated experience leading through organizational regulatory or industry changes and acting as a change leader for both internal and external stakeholders.
Knowledge of the distilled spirits industry from business regulatory or distribution experience.
Experience in the retail business industry including inventory management supply chain merchandise shelf and floor sets point of sale interactions and category mix.
Experience creating and growing relationships within the business community through customer service and networking.
Prior experience and ability to engage in public speaking events and meetings.
Demonstrates brand and organizational awareness.

Per the Pay Equity Law passed in 2017 a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. On average candidates new to state service will most likely be offered compensation in the lower to midlevel of the salary range.

The person in this position may drive a State of Oregon vehicle. We require drivers to hold a current valid drivers license and maintain a good driving record in order to drive.
