The Associate Director Apprenticeships is responsible for developing expanding and managing highgrowth preapprenticeship and apprenticeship programs in key sectors including construction IT healthcare logistics and hospitality. This role will work closely with employers participants educational and training organizations communitybased organizations (CBOs) and Workforce Development stakeholders to create robust apprenticeship opportunities that align with industry needs. Additionally the Associate Director will work with departments within Goodwill Southern California (GSC) to identify and support the development and management of preapprenticeship and apprenticeship programs. The Apprenticeship Associate Director will also collaborate with the California Division of Apprenticeship Standards (DAS) the U.S. Department of Labor (DOL) and apprenticeship intermediaries to establish and maintain registered apprenticeship programs that meet regulatory standards. This role is ideal for a strategic thinker who is passionate about workforce development and creating career pathways through highquality apprenticeships.

Program Development & Expansion

  • Create and implement innovative training methodologies and technologies to enhance apprenticeship learning experiences.
  • Develop and refine apprenticeship standards in collaboration with Apprenticeship Intermediaries DAS DOL industry educational and training partners.
  • Establish and manage evaluation processes to monitor apprentice progress and program effectiveness making datadriven adjustments as necessary
  • Identify and collaborate with employers to establish apprenticeship pathways that align with workforce demands and labor market trends.
  • Proactively audit all programs to ensure they meet regulatory requirements and industry best practices.
  • Develop and monitor metrics to assess the success and growth of apprenticeship programs ensuring continuous improvement and alignment with organizational goals.
  • Team with Workforce & Career Development (WCD) leadership to integrate apprenticeship programs into GSC workforce development programs.

Employer & Stakeholder Engagement:

  • Build and maintain relationships with employers to develop and sustain apprenticeship opportunities.
  • Collaborate with CBOs workforce boards and training providers to recruit support and retain apprentices.
  • Act as a liaison between businesses educational institutions and workforce development agencies to ensure successful program outcomes.
  • Identify and develop strategic partnerships with industry leaders to anticipate future workforce needs and adapt apprenticeship programs accordingly.
  • Facilitate and lead regular forums with stakeholders to gather feedback and promote program transparency

Regulatory Compliance & Research:

  • Research and interpret apprenticeship regulations industry credentialing requirements and funding opportunities.
  • Ensure compliance with DAS DOL and other relevant regulatory bodies.
  • Develop and execute strategies to streamline the apprenticeship registration process and ensure adherence to workforce policies.
  • Advocate for policy changes that support apprenticeship growth and address industry challenges.
  • Stay abreast of global apprenticeship trends to incorporate best practices into program development.

OntheJob Training (OJT) & Credentialing:

  • Define and structure onthejob training (OJT) components in alignment with industry standards.
  • Identify and integrate industryrecognized credentials into apprenticeship programs.
  • Ensure apprentices gain the necessary skills and certifications for career advancement.
  • Develop and oversee mentorship initiatives to support apprentices professional growth and integration into the workforce.
  • Implement and track regular skill assessments to ensure apprentices meet competency standards.
  • Manage the apprenticeship program reporting application for tracking completion of OJT and Related Technical Instruction including overall program requirements.
  • Identify and secure new educational and training partnerships to develop and support programs as Local Educational Agencies (LEAs) providing Related Technical Instruction.

Partnerships & Funding Development:

  • Identify and leverage new funding sources to support apprenticeship program expansion.
  • Work with intermediaries to scale programs and provide technical assistance to employers.
  • Collaborate with local state and federal agencies to secure resources for apprentices and program sustainability.

Education & Experience

  • Bachelors degree from fouryear college or university required.
  • Masters degree in Vocational Training Education Workforce Development or related field preferred.
  • 5 years of managerial supervisory experience required.
  • 810 years Workforce Development & Apprenticeship Programs experience required.
  • 5 years Employer & Community Engagement experience preferred.
  • Program Management & Compliance experience required.
  • Experience working with individuals with barriers to employment preferred.
  • Experience with Salesforce/CRM System preferred.
  • Related relevant and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
  • Possesses a valid drivers license and staterequired auto insurance.
  • Ability to handle confidential information.
  • Nonprofit experience preferred.
  • Spanish / English bilingual preferred.
  • Must have advanced knowledge proficiency of computer programs in a Windows environment including Word Excel Outlook PowerPoint and MSTeams.
