Job Description

Role: Program Manager Contingency Management

Location: Wellness Center 345 S. San Pedro Street Los Angeles CA 90013

Schedule: Monday Friday 8:00 am 4:30 pm

Status: Full Time Exempt

Summary

Under the direction of their supervisor the Program Manager Contingency Management will provide leadership administrative oversite and coordination and programmatic supervision to members of the Contingency Management Pilot mobile team to ensure participants enrolled in the Housing Retention Contingency Management Pilot are receiving appropriate services. The pilot project supports participants to improve housing stability health and other targeted behaviors through the use of case management services and incentives. The pilot is a collaborative effort of the Department of Health Services Harm Reduction Division and Housing for Health the Department of Public Healths Substance Abuse Prevention and Control Harm Reduction team and Brilliant Corners.

The Contingency Management mobile team consists of a Program Manager a Peer Counselor a Substance Use Counselor and a Nurse Practitioner. The Program Manager will provide supervision for mobile team staff. The team visits participants at their housing location develops contingency management goals assesses progress towards achieving those goals and issues incentives. The team will work closely with the participants Housing for Health Intensive Case Management Services Case Manager and property or facility management (as appropriate) to support the participants progress towards reducing problematic drug use and to retain housing for participants atrisk of losing their housing due to substance use related behaviors. Abstinence is not required to participate in the program.

Essential Duties and Responsibilities

  1. Completes and ensures that the team is completing all necessary enrollment procedures and documentation for Contingency Management participants.
  2. Provides orientation and guidance to Contingency Management participants and coordinates with staff to ensure collaboration on Contingency Management services.
  3. Provides daytoday oversight for all Contingency Management services including accomplishing goals and documenting progress.
  4. Manage inventory and storage of incentives.
  5. Coordinates and leads team meeting with Contingency Management Mobile Team.
  6. Creates and submits reports to funders.
  7. Processes referrals to the program with collaborators.
  8. Coordinates case conferences with Housing ICMS (Intensive Case Management Services) providers.
  9. Responsible for general oversight of the mobile van.
  10. Provides clinical and administrative supervision to staff on the team.
  11. Facilitates weekly team meetings and case consultation utilizing a traumainformed care lens and harm reduction approach.
  12. Collaborates with The Housing Department team DHS and community partners to develop creative interventions focused on improving the safety and wellbeing of our most marginalized clients.
  13. Provide support and containment to team in the event of client death and/or traumatic incident. Coordinate or provide debriefing when appropriate
  14. Maintain confidentiality of client files per HIPAA and all applicable guidelines
  15. Ensure all documentation and data collection is complete timely accurate and current in agency records and electronic databases.
  16. Effectively and professionally represent agency at meetings with community and collaborators.
  17. May be required to drive program vehicle (Sprinter van)
  18. Other duties as assigned.

Qualifications

  1. BA or 2 year equivalent experience
  2. Experience working within a harm reduction setting preferred
  3. Substance use certification preferred
  4. Experience providing administrative supervision and oversight
  5. Knowledge of trauma informed housing first and harm reduction methodologies.
  6. Experience working with people living with mental illness and/or substance use providing field based services and addressing crisis situations.

Work Environment

  1. Combination of field (mobile team on van) and office environment
  2. Regularly required to sit stand bend; occasionally lift or carry up to 35 lbs.
  3. On occasion walk or drive to different local sites
  4. Will necessitate working in busy and loud environments
  5. Will be exposed to elements like cold heat dust noise and odor
  6. May need to bend stoop twist and sit throughout the day
