Job Description

TITLE: Chief of Police

LOCATION: North Central Office

The Kansas City Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22000 students and 60 different languages are spoken in the homes of our students. KCKPS is home to Sumner Academy the #6 highest rated High School in the Nation and #1 High School in Kansas according to the US News rankings.

With Head Start/preschools 28 elementary schools 7 middle schools and 5 college and career academies/high schools we are the fifth largest district in the state of Kansas and our student population is approximately 56 Hispanic 24 African American 9 White and 6 Asian. To serve our students the district employs approximately 4000 employees including more than 1800 teachers.

JOB GOAL: The Chief of Police is responsible for the overall safety and security of all school district students personnel and property; in addition he/she is responsible for the enforcement of laws state statues pursuant to K.S.A. 745616 K.S.A. 745605 K.S.A. 728222 and in compliance with the Board of Education code of conduct policies rules and regulations.

ESSENTIAL FUNCTIONS:

  • Establishing and maintaining a school safety program for the protection of students patrons personnel and property while staying compliant with KSDE Safe and School Standards.
  • Promote positive relations between students and law enforcement.
  • Directing the operation of the KCKPS Police Department.
  • Arrange and coordinate an Oral Interview Board for school district KCKPS Police officer candidates.
  • Ensure the implementation of goals objectives policies procedures and standards for the department.
  • Participate in strategic planning covering the use of resources coordinating activities and ensuring high quality police services to the district and its patrons.
  • Developing parking programs and enforce traffic laws and regulations on district property.
  • Organizing and developing school safety programs commensurate with the goals and objectives of district crisis plan.
  • Develop and submit for approval an annual department budget to the districts Chief Operating Officer.
  • Prepare employee evaluations analyze performance provide performance feedback mentor subordinates develop and implement employee career enhancement programs.
  • Enforces disciplinary action as deemed necessary of the KCKPS Police Department officers for infractions of department rules regulations general orders SOPs Board of Education policies etc.
  • Coordinates internal investigations of members the KCKPS Police Department for alleged wrong doings or unethical conduct.
  • Identify departmental annual inservice training needs and schedule the appropriate training Assists the School District Legal Counsel City Attorney District Attorney andJuvenile District Attorney in the preparation of criminal cases.
  • Serve as a member of the District Standard Response Protocol and Preparedness Emergency Response Team.
  • Serve as one of the investigators of on campus incidents/criminal activities reported to the KCKPS Police Department.
  • The Chief of KCKPS Police shall qualify and carry a departmental approved firearm and maintain a satisfactory level of proficiency as outlined in the KCKPS Police firearms policy per SOP/General Orders.
  • Investigate crimes on school campus following Juvenile Justice Reform best practices.

OTHER RESPONSIBILITIES:

  • Remain aware of threats/potential hostile threats problems dwellings and criminal activity in the surrounding school communities
  • Communicate with local law enforcement agencies fire and traffic/street departments regarding matters of concern to the school district and its patrons
  • Serve on district committees when directed by the Superintendent or her designated representative
  • Educate district administration faculty staff and the school community on building safety and evacuation plans in the event of a disaster
  • Attend civic and government functions when applicable as directed by the Superintendent of schools or her designated representative
  • Prepare the Deputy Chief to manage the KCKPS Police Department in the absence of the Chief
  • Develops and / or revise informational manuals as needed (KCKPS Police General Orders Department SOPs Memos etc.
  • Prepare brief and present an Annual Crime Statistics Report as directed by the Superintendent of schools or her designated representative
  • Prepare and disseminate emergency information via school media sources when appropriate

QUALIFICATIONS:

  • Bachelors Degree in Criminal Justice Public Administration Management & Leadership or publicsafety related field.
  • Possess a valid Kansas Drivers License
  • Must submit to a preemployment background check with no felony or major misdemeanor convictions and a drug screen.
  • Minimum of fifteen 15 years in law enforcement or public safety. Minimum of ten 10 years of increasing responsibility broadbased experience as a supervisor.
  • Proven management and commandlevel responsibility with experience making complex administrative and operational decisions.
  • Must be a graduate of the FBI National Academy (FBINA) or equivalent executive leadership training such as Senior Management Institute for Police (SMIP) or Southern Police Institute (SPI) or willing to pursue such certification.
  • Preferred experience in schoolbased policing and traditional municipal or local law enforcement.
  • Must have attended the National Association of School Resource Officers (NASRO) basic or supervisory school or become certified within twelve 12 months of hire.
  • Certified CIT Officer (Crisis Intervention Training).
  • Must have a record of proven ability to successfully lead collaboratively within a culturally diverse setting.
  • Must be an exceptional communicator with the ability to thoughtfully represent the interests of the School District and the Department with a high level of community engagement.

COMMUNICATION / ORGANIZATION: Maintains communication with internal and external stakeholders such as Board of Education Educational Agencies Federal/State/Local agencies teachers other school personnel parents/guardians businesses and community to enhance cooperative action which will meet the educational needs of students. Compiles data for statistical purposes. Maintains confidentiality regarding district records. Ability to speak clear and concisely in written or oral communication. Includes giving instructions assignments or directions to subordinates or assistants as needed to carry out duties.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form. Requires the ability to compare and/or judge the readily observable functional structural or composite characteristics of data people or things.

LANGUAGE SKILLS: Functions of the job include: pertinent laws codes policies and/or regulations; personnel processes; curriculum adoption process; program planning and development; and learning styles and curriculum models. Ability is required to schedule a number of activities meetings and/or events; often gather collate and/or classify data; and use jobrelated equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate to significant.
