Position Summary
Provide public health inspection services to the community by enforcing health legislation and standards investigating community health issues ensuring the resolution of health issues educating the public and continuously monitoring the indicators of community health.
Job Duties and Responsibilities
Inspections & Investigations:
Set scheduled priorities where appropriate ensuring mandated and departmental requirements are met
Apply in practice key knowledge critical thinking skills and aptitudes related to environmental public health sciences
Apply systematic inspection processes and risk assessments during the inspection of premises and conduct audits where applicable
Assess whether complaints fall within scope of duties set priorities and respond within 24 hour period as per mandated legislation
Identify health hazards and take appropriate action where problems/risks exist
Apply risk assessment processes during investigations and refer matters to Supervisor or other relevant agencies or departments where appropriate
Apply investigative procedures in the followup and management of individual disease reports foodborne illness disease outbreaks animal incident reports food recalls environmental inspections suspect health hazards and Ministry directed incidents
Participate in ongoing professional development opportunities and maintain current professional knowledge of environmental public health sciences regulations techniques procedures equipment sampling and documentation
Assessment and Analysis:
Use equipment techniques and procedures to conduct inspections/investigations
Collect store and submit appropriate samples
Interpret results and take necessary action including clearing critical decisions with the Supervisor Manager and/or Medical Officer of Health
Assess analyze and evaluate information (investigations inspections emergencies data facts sample results surveillance data and disease trends concepts theories) to make evidence informed decisions prepare reports conduct investigations and make recommendations for corrective action risk management and/or policy and program development
Program Planning and Evaluation:
Assist in analyzing and evaluating policies programs and lessons learned in environmental public health to assess program effectiveness and assist in developing plans to ensure continuing quality assurance (includes incidents of outbreaks and emergencies)
Assist in developing programs protocols and strategies
Assist in the formulation and review of departmental policies procedures goals and objectives
Communication Collaboration and Advocacy:
Develop and conduct education/training sessions to the community as per the public health standards. Develop educational/promotional resources and materials
Assess the needs of learners; teach public health concepts to all ages genders cultures and backgrounds in various settings with available resources
Use teaching as part of the regulatory functions of program delivery activities. Explain concepts of public health practice with possible consequences and resolutions using both written and oral communication
Liaise with stakeholders (Ministry community agencies individuals media) establish partnerships and create collaborative approaches to promote common education or advocacy initiatives through shared resources and responsibilities
Assist in the training and orientation of student Public Health Inspectors students and other personnel as assigned
Explain and share knowledge tools expertise and experience to build capacity improve performance and enhance the quality of the working environment
Assist in preparing media releases and press packages and respond to media requests for program information at the discretion of the Supervisor
Legal and Regulatory:
Use legal and regulatory discretion when dealing with issues and problems in environmental public health practice and apply progressive enforcement actions applicable to the situation when hazardous practices related illnesses or noncompliance activities have been identified
Ethics and Professionalism:
Adhere to principles standards professional & personal boundaries and codes of conduct established by the health inspection profession and organizational policies.
Administrative Duties:
Maintain accurate and current records of daily activities
Record and produce regular reports on results of inspections and investigations
OnCall Duties:
Provide oncall coverage as per the Ontario Public Health Standards and in accordance with the collective agreement and applicable departmental policies and procedures
General:
Incumbents must keep uptodate on all relevant legislation collective bargaining agreements County Policies and Procedures etc. ensuring that these are implemented as prescribed
Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the positions Physical Demands Analysis

Credentials Required
Minimum Formal Education
Bachelors degree from a recognized institution in Environmental Health or the deemed equivalent
Certificate in Public Health Inspection (Canada)
Experience
Knowledge of Ontario Public Health Standards
Ability to work independently and collaboratively within an interdisciplinary team
Satisfactory Police Information search
A valid Ontario drivers license and use of a vehicle.
