Job Description

Employment Type: Full Time Limited Term Anticipated duration 18 months.

Salary Range: SP3 Level 5 $92320.00 $115400.00 per year. The final compensation for this position will be determined based on individual factors including education qualifications experience and internal equity.

Emergency Preparedness Specialist Hybrid

The Opportunity

The Alberta Energy Regulator (AER) is currently seeking an Emergency Preparedness Specialist to join the Regulatory Compliance (RC) branch. The Emergency Preparedness Specialist supports the AERs environmental protection and public safety mandate by leading and independently conducting complex compliance assurance activities (audits reviews educational activities etc. on industry operations in alignment with the Regulatory Compliance branchs Operational Plan.

In this role you will ensure industrys compliance with applicable rules and regulations and assures public safety and environmental protection around energy and mineral development in Alberta. This role also ensures that appropriate Emergency Response Plans (ERPs) as well as setbacks are in place so that industry maintains an effective level of preparedness and has the necessary resources and trained personnel in place to respond to an incident. In addition this role assists in the review of Environmental Impact Assessments (EIAs) AER Hearing Commissions as well as various action requests to support the enterprise.

What your daytoday will look like:

  • Lead and independently conduct complex audits on Emergency Response Plans (ERPs) that are directly related to operations/activities within the AERs jurisdiction as per Directive 071.

  • Act as a Subject Matter Expert (SME) and provide technical guidance as well as direction for AER application hearings (commissions) Environmental Impact Assessments (EIAs) Action Requests (ARs) and other internal initiatives in relation to Directive 071.

  • Train and provide technical evaluations regarding emergency preparedness Directive 071 and land use planning and explain the AERs emergency management program to internal and external stakeholders.

  • Design implement and lead audit surveillance plans collect and analyze information from varied and numerous sources to determine compliance resolve problems to support provincial and field center teams and make recommendations to improve operations of the AERs Emergency Management Team in the emergency preparedness space as it pertains to ERP audits and Directive 071.

  • Respond to and lead others in handling setback referral requests to ensure public safety in relation to energy sector development and land use planning as mandated by the Municipal Government Act (MGA) by actively managing the Setback Referrals inbox as well as inquiries from industry regarding Directive 071 by actively managing the EPA Emergency Preparedness Assessor Helpline inbox.

  • Assess industrys capability to respond to incidents through emergency response exercise evaluations by attending and reviewing industry exercises in the field to ensure credibility and effective ERPs are in place and that these plans can be implemented by external parties (industry). Participate in observe and/or evaluate crossgovernment and industryled exercises.

  • Support the AERs Department Operations Centre (DOC) if activated and play a role in the Incident Command System (ICS) based system if required.

What were looking for in you:

  • Degree in emergency response emergency management or other related education.

  • 57 years of experience in emergency response emergency management in the energy sector.

  • Academic and practical experience in emergency management principles phases and incident command as well as a strong knowledge of the Incident Command System (ICS) is preferred.

  • Strong knowledge and understanding of AERs Directive 071: Emergency Preparedness and Response as well as AERs emergency preparedness and response requirements procedures is preferred.

  • Experience with riskinformed decision making and the ability to multitask manage multiple deadlines and priorities in a dynamic fastpaced environment.

  • Possess the qualities of a strong team player able to work within a high functioning team in both nonstressful and stressful environments.

  • Comfortable with change and the ability to meet AER performance goals and maintain alignment with division goals and strong analytical skills and the ability to make sound recommendations based on expertise.

  • Strong written and verbal communication and presentation skills with special attention to detail and technical accuracy.

Additional Information:

  • All applicants must be legally entitled to work in Canada at the time of application.

  • Preplacement Medical required due to the physical elements of the role which include walking on uneven surfaces and climbing stairwells entering and exiting vehicles driving long distances and working in all weather conditions.

  • Possess a fully valid class 5 drivers license along with a positive driving record.

  • Additional training is required and will be provided First Aid H2S Alive and Defensive Driver Training.

  • Required travel on a possible monthly basis with potential overnight stays.

  • This role participates in a hybrid work schedule and the work is comprised of 5 field work and 95 office work.
