Job Description
The FHC Program Analyst provides high level clinic scheduling administrative and analytic support critical to the delivery of care benefitting the patients of the Family Health Center (FHC) their families and support networks. Located at the Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG) FHC provides full scope of primary care services for children adolescents adults elderly and homebound patients with special clinic sessions dedicated to women and infants care minor procedures substance use disorder treatment teen and young adult care familybased HIV care and comprehensive diabetes and hypertension care. FHC is largest primary care clinic of the San Francisco Health Network and the primary clinical site of the UCSF Department of Family & Community Medicine (FCM) Residency Program.

The FHC Program Analyst leads supports coordinates and monitors FHC operational and administrative program level activities projects and ongoing operational tasks at ZSFG that fall under the scope of the clinical and teaching missions of the FHC. Representative examples include: FHC attending schedules FHC Medical Director Teams workflow; quality measure tracking; implementation of quality improvement programs; clinical teaching service; timely and prudent stewardship of fiscal and other resources; dissemination of critical timesensitive communications; and report generation; update environment of care hospitalbased surveys and reports; programmatic operations administrative support; hospital and clinic regulatory compliance activities.

The incumbent regularly represents and advocates on behalf of the Family Health Center and is the primary administrative contact person for the FHC Medical Director Team. The incumbent is responsible for serving as a liaison to medical care providers as well as the SFDPH FHC staff and external partners and adept at navigating resource limited and budgetarily constrained environments like the FHC. The incumbent leads special projects as assigned by the FHC Medical Director Team and FCMZSFG Operations and Finance Director that support the operational clinical and teaching activities directly impacting the delivery of care to patients of the Family Health Center as a whole. This position serves as an analytical resource for the FHC Medical Director Team and by extension to more than 27 core ZSFGbased faculty and 18 affiliated and parttime faculty in the FHC.

The FHC Medical Director Team and their designees in leadership provide specific direction to the FHC Program Analyst and the FCMZSFG Operations and Finance Director provides general direction. The position requires the ability to prioritize work accurately and independently and to function effectively under the stress of competing priorities. Assignments are often given on a project basis and the individual is expected to manage the entire problemsolving process; lead multidisciplinary teams as a project manager or in a supporting role; gather and sort information identify possible solutions and present the finished product in the form of a written recommendation or completed project. The incumbent regularly applies knowledge of University and Department of Family & Community Medicine (DFCM) administrative infrastructure policies and procedures and knowledge of public health to complete a project or process. The incumbent applies such knowledge and/or training to identify issues and solve problems. The position requires high levels of diplomacy and professionalism.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $86500 $129700 (Annual Rate).

  • Minimum 3 years of experience in administrative analysis operations research or related area
  • Ability to use sound judgment in responding to issues and concerns. Demonstrated proven experience in providing complex program/project based operational support and project coordination to senior level management requiring confidentiality discretion and good judgment.
  • Solid communication and interpersonal skills to communicate effectively with all levels of staff verbally and in writing. Excellent verbal written and interpersonal skills; the ability to effectively and diplomatically interact and collaborate with people from different backgrounds and levels of authority.
  • Solid organizational skills and ability to multitask with demanding timeframes. Ability to work independently and to prioritize tasks and to coordinate and collaborate successfully with others.
  • Working knowledge of common organizationspecific and other computer application programs.
  • Proficiency with Microsoft Office Suite applications (i.e. Word Excel Power Point Access).
  • Ability to use discretion and maintain confidentiality.
  • Expertise in creating and managing complex administrative and analytic projects.
  • Strong skills in shortterm planning analysis problemsolving and customer service.
  • Meticulous attention to detail.
  • Broad familiarity with health care needs of underserved populations.


    • Previous experience working or volunteering in a health care environment and/or participating in health care projects.
    • Formal academic training in conducting program analysis and/or research using both quantitative and qualitative methods.
    • Prior experience working with underserved populations and/or communitybased organizations and a proven track record of working well with diverse populations in a collaborative role

    The Department of Family & Community Medicine (DFCM) is engaged in research teaching training service and clinical activities located at seven primary UCSF and leased sites in San Francisco (Parnassus ZSFG Buildings 80 90 20 and the Main Hospital Mission Center Building Laurel Heights Mission Hall Lakeshore Lakeside) as well as the OSHER center Womens Health and the UCSF Primary Care Practices at China Basin and Laurel Village and at various local community national and international research/service/education training and clinical sites. In addition to the Departments Family Medicine Residency Program located at ZSFG the Department has affiliated residency programs in Fresno Salinas Santa Rosa Kaiser Vallejo Santa Rosa and Contra Costa Health Systems. Authority and accountability for the Department reside with the Department Chair who delegates authority to Vice Chairs the Executive Council Directors and Chiefs of Service and their Administrators and the Department Associate Chair of Administration and Finance.

The DFCM has a large teaching research and clinical set of programs and activities based at Zuckerberg San Francisco General Hospital where this position is based. The Family Health Center (FHC) provides the full scope of primary care services for children adolescents adults the elderly and homebound patients.
