The Leidos National Security Sector combines technologyenabled services and mission software capabilities in the areas of cyber logistics security operations and decision analytics to support our defense and intel customers mission to defend against evolving threats around the world.

The National Security Sector (NSS) seeks highly qualified and trained Plans Policy and Doctrine Development Lead to provide expert guidance and direction to planning activities that underpin United States Cyber Command (USCYBERCOM) Cyberspace Operational Support Services (COSS) program. You will lead Plans Policy and Doctrine Development portion of Leidos onsite contract support to range of services provided to USCYBERCOM J3 (Operations) Cyber National Mission Force (CNMF) and Joint Task ForceAres (JTFARES) that include Cyber Operational Planning Strategy & Doctrine Development conduct of Campaign Assessments and ensuring secure IT Communications efforts focused on improving relationships with key partner nations. You will also be responsible for overseeing programs initiatives and projects under the task order with focus on codifying operational procedures and Cyber Operations (CO) planning process while supporting doctrinal development informing employment of available Cyberspace capabilities and enabling development of future Cyberspace capabilities. This Key Personnel opportunity is in anticipation of an upcoming contract award!

What youll be doing:

  • Support and drive ongoing planned and future CO by providing direct subject matter expertise in the analysis of doctrine policy and operational relationships within the greater cyberspace operations community with focus on integrating CO in military operations.
  • Review existing USCYBERCOM strategic to tactical level plans policies applicable doctrine United States Government (USG) provided authorities and USG statutes that apply to CO and provide recommendations for changes that would accelerate and optimize CO.
  • Lead research and doctrinal development activities focused on full spectrum CO to include ensuring notional planned and executed operational concepts and lessons learned are considered throughout the development process.
  • Develop plans policies and doctrine that accounts for emerging technologies threats and operational needs while incorporating operational lessons learned all within USG and DoD operational & legal framework.
  • Ensure all USCYBERCOM and subordinate element plans policies and doctrine align with higher level guidance set forth by USG or DoD governing agencies.
  • Ensure plans policies and doctrine promote interoperability with military services.
  • Support development of training materials and delivery Joint Forces that focus on understanding of applicable USG DoD Joint Agency and servicespecific CO policies & doctrine.
  • Incorporate continuous feedback and learning loop generated by operational outcomes to drive plans policy and doctrinal development.
  • Present findings of all reviews and policy recommendations to senior USG personnel in manner that is timely accurate relevant and in format useful to the consumer.
  • As required conduct TDY to CONUS/OCONUS locations to facilitate plans policy and doctrine development related actions.

What does Leidos need from me

  • Active Top Secret/SCI (TS/SCI) with Polygraph security clearance required. Must be SCI eligible if no current SCI.
  • BA/BS degree in field related to National Security cybersecurity Information Technology (IT) or computer science with 12 years prior experience within Cyber operational community in any capacity or Masters Degree with 10 years of prior relevant experience.
  • Five or greater years relevant and recent experience supporting plans strategy policy and doctrine development within the cyberspace operations community.
  • Five or greater years relevant and recent experience in providing subject matter expertise in operational planning in support of military organizations and CCMDs future and longterm planning efforts.
  • Intimate familiarity with military operations including phases of planning approval and .
  • Broad knowledge of Bluespace Cyber capabilities and demonstrate understanding of available Cyber infrastructure or platforms to conduct range of CO
  • Knowledge of CO intelligence support needs topics and focus areas.
  • Knowledge of computer networking fundamentals as well as concepts terminology and operations of a wide range of communications media (computer and telephone networks satellite fiber wireless).
  • Project management experience (e.g. responsible for handling project scope cost resources risk and schedule).
  • Ability to support timely accurate relevant analytical production to include documents summaries issue papers talking points and briefings.
  • Ability to effectively translate complex technical information related to CO to language accessible to both highly technical and general audiences.
  • Demonstrated proficiency working in a fastpaced collaborative environment ability to proactively multitask and meet short deadlines.
  • Strong interpersonal critical thinking and communication skills including the ability to clearly convey complex and technical data to nontechnical consumers.
  • Able to work across Department of Defense and Intelligence Community agencies to support organizational goals.

Favorable if you have:

  • Project Management Professional (PMP) certification or like certification provided by USG or military service.
  • Joint Professional Military Education Phase II (JPME II) graduate.
  • Formal training as Cyber Operational Planner or Doctrine Developer.
  • Formal training within field of Cyber Warfare and Joint Operations.
  • Prior experience within DoD on 2Star level or higher staff within GJ3/5/7 as Strategic Planner or Doctrine Developer.
  • Intimate familiarity with USCYBERCOM organizational structure and mission.
  • Prior experience supporting Joint operations across multiple warfighting domains.
  • Desired Certifications: DoD 8570 IAT Level II (CCNA Security COMPTIA CySA COMPTIA Security CE GICSP GSEC SSCP).

Pay Range:

Pay Range $112450.00 $203275.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job education experience knowledge skills and abilities as well as internal equity alignment with market data applicable bargaining agreement (if any) or other law.
