ABOUT THE POSITION






The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.


Riverside County Regional Park and Open Space District is seeking a dedicated Park Ranger Supervisor to lead the Santa Ana River Bottom Unit. This position is based out of the Headquarters in Jurupa Valley and is responsible for overseeing and participating in a variety of operational maintenance and outreach projects across Western Riverside County on lands managed by the Riverside County Regional Park and OpenSpace District.

The Ranger Supervisor will provide training and daytoday supervision of Park Maintenance and Ranger staff. The Ranger Supervisor will coordinate closely with the Natural Resources Manager and will be required to create track execute and report project work lists. The supervisor will patrol the Santa Ana River Bottom on foot or in a 4X4 vehicle while enforcing county ordinance by gaining willful compliance from patrons in the river. Daily duties will include OHV patrols interacting and providing resources to individuals experiencing homelessness conducting habitat restoration fence repairs and removing debris left behind from abandoned encampments.

The incumbent will also play a critical role in homeless outreach efforts using ArcGIS technology to document findings and progress. The Ranger Supervisor will work in collaboration with public agencies and service providers to develop and implement effective outreach strategies and contribute toward achieving program goals.

The ideal candidate for the Park Ranger Supervisor position will be a seasoned professional with a strong background in park and natural resource management particularly in habitat conservation preservation and wildlife habitat improvements. They will have a solid understanding of environmental laws and regulations including those related to endangered and covered species as well as County and Game Code Ordinances. Experience working in areas with high levels of homelessness and providing outreach or resources to individuals in need is essential. Competitive candidates will be highly proficient in the use of ArcGIS for mapping tracking and reporting as well as Microsoft Word and Excel for documentation and communication. They will have experience reviewing and making recommendations on site plans and specifications for park projects and be capable of interpreting and enforcing park policies and County ordinances with fairness and tact. Strong leadership skills are critical as the successful candidate will be responsible for training and supervising staff in the safe effective promotion protection and utilization of park resources in the Santa Ana River Bottom.

The Park Ranger Supervisor Parks is the supervisory level classification in the Park Ranger series and reports to the Natural Resources Manager.

About the Santa Ana River:

The Santa Ana River and its watershed encompasses 2418 square miles across San Bernardino Riverside and Orange counties. Against all odds during Californias prolonged drought the Santa Ana River remained one of the largest rivers in Southern California. It is a precious resource a diverse rich habitat filled with coastal sage riparian forests and scrub. From the burrowing owl to the southwestern willow flycatcher the Santa Ana River is home to a variety of special status plants and animals. A multijurisdictional involvement from significant stakeholders is required to protect and sustain the connection between humans and the environment. This collaboration seeks to understand the complexity of humanwildland interactions and address water quality protection environmental land protection recreational goals public access educational usage and wildlife habitat.

MondayFriday 7:00am 4:30pm with every other Friday off.

EXAMPLES OF ESSENTIAL DUTIES

Plan schedule assign supervise and evaluate the work of staff engaged in the operations of a County park area; train Park Rangers in outdoor education and interpretive programs first aid techniques and departmental practices policies and procedures.

Interpret and explain park policies rules regulations and ordinances; oversee the registration of park visitors collection of fees issuance of camping permits and assignment of the general public to various camping areas within the parks.

Interpret the natural and historical features of the park area to visitors.

Present lectures pertaining to area development and local flora and fauna and attend and evaluate presentations of subordinates; assist in reviewing plans and specifications for park site projects and recommend modifications.

Participate in hiring promoting disciplining and terminating subordinate personnel; answer public inquiries and complaints concerning park operations and maintenance.

Provide assistance in emergency situations; maintain fire prevention standards and practices as established by the State Department of Forestry and the United States Forest Service.

Plan and assist with promotions and special events.

Patrol park areas to promote an orderly and congenial atmosphere among park visitors and to resolve problems; issue warnings and citations under appropriate laws or ordinances for noncompliance of park regulations and if needed utilize law enforcement agencies to achieve compliance.

May make court appearances; maintain records and prepare reports; requisition equipment and supplies; inform supervisor on progress of work.

Supervise and serve as the project lead on OpenSpace Reserve projects which includes seasonal patrol scheduling habitat improvement and creation projects prescribed burns and vegetation management.

MINIMUM QUALIFICATIONS

OPTION I
Education: Graduation from an accredited college or university with a bachelors degree.

Experience: Two years of working in the operations maintenance development or protection of a park forest public recreational or historical area which included planning and conducting recreational and educational activities and enforcing laws and ordinances.

OPTION II
Experience: Six years of working in the operations maintenance development or protection of a park forest or public recreational or historical area which included planning and conducting recreational and educational activities and enforcing laws and ordinances. (College level courses from an accredited college or university may substitute for up to four years of the required experience on the basis of 30 semester or 45 quarter units equaling one year of fulltime experience.

ALL OPTIONS
Knowledge of: Principles of supervision; park policies and procedures; principles and practices of natural resources conservation park management and general law enforcement; principles and practices of first aid and safety; methods and materials used in park interpretive programs; public relations practices; state and County laws and ordinances.

Ability to: Supervise and evaluate the work of subordinates; read interpret and enforce appropriate laws and regulations in accordance with County policy; maintain records and prepare clear complete and concise reports; speak and write effectively; establish and maintain cooperative relationships with the public and other employees.

License/Certificate:


Essential Physical abilities:
Independent body mobility to stand and move up to eight hours daily perform lifting carrying pushing or pulling for examplehabitat restoration fence repairs and removing debris left behind from encampments.

Physical Exposure:
This position requires frequent exposure to inclement weather conditions (e.g. excessive heat cold rain etc. May interact or see/come across wildlife (plants animals and exposure to animal smells).
