Job Duties

The Suffolk District is seeking to fill the role of Materials Quality Assurance Manager. The successful candidate needs to be a highly motivated and experienced leader who will work to ensure through materials sampling testing and observation that materials proposed for use by contractors and suppliers conform to contract and purchase order requirements. Thisis an opportunity to expand your experience and provide program management to the districts Quality Assurance and Materials Documentation Program. We would love for you to consider VDOT if you are experienced in completing complex reports providing technical guidance and supervising highly skilled Engineering Technician staff.

As an Engineer Supervisor Materials QA you will have the opportunity to:

• Coordinate quality assurance activities for all materials field testing and inspection functions
• Perform/oversee independent assurance and verification testing and ensure appropriate documentation in compliance with guidelines/regulations
• Coordinate materials testing efforts with plant operations contractors schedule and project inspection personnel
• Perform test data and statistical analysis for material testing programs
• Provide technical guidance regarding materials sampling and testing procedures as well as proper installation of materials
• Oversee preparation and checking of material notebooks
• Review and resolve sampling and testing issues and discrepancies
• Manage nuclear program by coordinating radioactive testing equipment and radiation survey devices with project and personnel needs
• Investigate accidents storage locations and incidents involving nuclear devices
• Provide oversight and technical assistance to the embankment density monitoring program and oversee pavement depth analysis and project under drain inspection efforts
• Provide District Materials Engineer with workload and staffing updates
• Oversee materials lab safety AASHTO Resource lab accreditation and test reporting documentation.

VDOT is an emergency response agency and this position is required to work outside of normal work hours during emergency operations.

Minimum Qualifications

• Experience in highway construction and maintenance methods and materials to include their properties and performance
• Experience applying materials quality control and quality assurance practices
• Knowledge of materials sampling and testing procedures (e.g. AASHTO and ASTM testing specifications and Virginia Test Methods)
• Experience managing materials lab technicians and overseeing materials lab testing procedures
• Ability to supervise a diversified staff to include performance management and discipline work planning and prioritization
• Ability to perform manual labor (securing handling and preparing material samples)
• Ability to gather and analyze data and prepare technical reports
• Ability to work in the area of lowlevel ionizing radiation
• Skill in the use of materials testing equipment and tools
• Skill in the use of computers and software applications
• Ability to obtain required materials certifications within 12 months of employment
• Valid drivers license required

Additional Considerations

• A combination of training experience or education in civil engineering or related field desired
• Progressively responsible experience managing materials quality control and quality assurance practices
• Ability to supervise a diversified staff to include performance management and discipline
• Ability to communicate effectively orally and in writing with diverse audiences
• Possession of required materials certifications
