Job Description

DESCRIPTION

Napa Valley College is seeking an individual with demonstrated administrative skills to join an outstanding team of faculty staff and administrators to provide high quality programs and services to our district our community and most importantly our students.


The incumbent in this position will beserving as an operational leader strategic advisor and connector who ensures the effective of institutional priorities through an equityminded lens; supporting governance processes; strengthening government and community relations; manages policy alignment; and facilitating communication across internal and external stakeholders.

This job reports to the Superintendent/President.

This is a fulltime 12monthsperyear confidentialadministrative position. The salary has an appropriate placement on Range 15 of the current Administrative/Confidential salary schedule. Initial salary placement is $7208 to $7947/month with future steps up to $10143/month. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package including medical dental vision disability and life insurance employee assistance program and retirement system membership. Assignment includes 20 paid holidays 22 vacation days and 12 days sick leave annually.

DUTIES AND RESPONSIBILITIES

Essential Functions

  • Coordinates the preparation of Board agendas meetings and retreats for the purpose of ensuring transparency legal compliance and inclusive access to college governance processes.

  • Acts as a conduit between leadership and stakeholders for the purpose of increasing transparency and trust.

  • Oversees board policies and administrative procedures for the purpose of ensuring relevance legal compliance and alignment with institutional goals.

  • Advises on governance dynamics and political issues for the purpose of supporting informed equityminded decisionmaking.

  • Collaborates on communication strategies for the purpose of amplifying the colleges mission and addressing equity gaps.

  • Collaborates with stakeholders on policy development and implementation for the purpose of fostering inclusive participation and mitigating disparities.

  • Develops advocacy strategies and coalition partnerships for the purpose of influencing policy outcomes that support student access equity and success.

  • Engages with community leaders for the purpose of cultivating collaborative relationships and managing political landscapes.

  • Manages board election timelines and processes for the purpose of supporting fair representation and adherence to democratic practices aligned with the colleges values.

  • Partners with the Public Information Officer for the purpose of ensuring transparent equitycentered communication.

  • Provides timely updates to leadership on government and policy developments for the purpose of informing equitybased institutional decisionmaking.

  • Serves as legislative liaison for the purpose of advancing Napa Valley Colleges mission equity priorities and the needs of historically underserved student populations at local state and federal levels.

  • Serves as liaison for legal communications and public records requests for the purpose of upholding institutional integrity public trust and the equitable application of policies and laws.

  • Supports budget development for the Presidents Office for the purpose of ensuring fiscal responsibility and strategic alignment with equity goals.

  • Supports messaging and crisis communications for the purpose of reinforcing institutional values and building community trust.

Other Functions

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills Knowledge and Abilities

SKILLS are required to perform multiple tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including pertinent software applications; providing strategic counsel; navigating politically sensitive situations with tact and diplomacy; excellent written oral and presentation skills; and drafting policy documents procedures and governance materials.

KNOWLEDGEis required to perform basic math including calculations using fractions percents and/or ratios; read technical information compose a variety of documents and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: principles of business management and public administration; understanding of governance structures regulations and board processes; familiarity with participatory governance; local state and federal legislation; policy trends; institutional planning processes; project management; effective strategies for building partnerships with elected officials communitybased organizations and other external stakeholders; communication strategies media relations and crisis communication.

ABILITY is required to schedule a number of activities meetings and/or events; often gather collate and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of jobrelated equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; working with constant interruptions; working with detailed information/data; diffusing argumentative behavior; displaying tact and courtesy; multitasking; organizing tasks; setting priorities; working as part of a team; working extended hours; maintaining high confidentiality; and demonstrated sensitivity to and understanding of the diverse academic socioeconomic cultural disability gender identity sexual orientation and ethnic background of community college students.

Responsibility:

Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; monitoring expenditures and verifying availability of funds; overseeing cash transactions. Utilization of resources from other work units is often required to perform the jobs functions. There is a continual opportunity to significantly impact the organizations services. Work Environment: The usual and customary methods of performing the jobs functions require the following physical demands: some lifting carrying pushing and/or pulling some stooping kneeling crouching and/or crawling and significant fine finger dexterity. Generally the job requires 70 sitting 20 walking and 10 standing. This job is performed in a generally clean and healthy environment.

Experience:Jobrelated experience with increasing levels of responsibility.

Education:Bachelors degree from an accredited institution in jobrelated area.

Certificates and Licenses:Valid CA Drivers License & Evidence of Insurability.

Continuing Education/Training:Maintains Certificates and/or Licenses.

Clearances:

  • Criminal Background Clearance.

  • Tuberculosis Clearance.

Title 8 USC Section 1324A requires verification of eligibility for employment in the United States.

Desirable Qualifications

  • Masters degree from an accredited institution in public policy education or jobrelated field.

  • Experience in legislative affairs or government relations.
