Main Purpose of Job
The Maternal and Infant Health Program Manager will lead strategically plan and manage initiatives to improve maternal and child health outcomes across Maryland. This role focuses on enhancing reviews and surveillance and aligning the Child Fatality Review (CFR) Fetal Infant Mortality Review (FIMR) and Maternal Mortality Review (MMR) programs. The Program Manager will work towards increasing timeliness accuracy and standardization of information available about the cases increasing engagement across the state and local review teams. The position will also work to communicate findings implement recommendations and develop strategies and efforts to prevent maternal and infant morbidity and mortality address preterm births low birth weight and still births. The position will serve as the main lead in development of the Title V State Action Plan Perinatal Health and Maternal health sections.
The position will also work on additional quality initiatives to improve Maternal and Infant Health such as expanding the perinatal workforce such as doulas midwives and lactation consultants work with the Medical Director to ensure compliance with the Perinatal System Standards by supporting the Morbidity Mortality and Quality Review Committee. The position will also lead other quality initiatives such preventing and improving the system of care that addresses child abuse and neglect.
The position will also oversee the drafting and writing of several legislative reports that include but are not limited to the annual Child Fatality Review and the Maternal Mortality Review Report. The position will staff committees and councils such as the Morbidity Mortality and Quality Review Committee as well as oversee staff who oversee state councils such as the State Child Fatality Review and the Maternal Mortality Review Team and the Maternal Mortality Stakeholder group. The position will support the Bureaus and Departments efforts during the legislative session. They will serve as secondary lead when the lead health policy analyst for the Bureau is away.
This position will manage federal grants that includes but are not limited to the CDC Sudden Unexpected Infant Death (SUID) the CDCs Enhancing Reviews and Surveillance to Eliminate Maternal Mortality grants the Health Resource Service Administrator (HRSA) Integrated Maternal Health Services Program. The Manager will write and apply to additional funding opportunities that improve maternal and child health.
This position will oversee and manage personnel and financial resources of the programs (a total budget of approximately $4 million dollars with over 30 grantees) as well as plan coordinate and supervise the work of staff not limited to Infant Health Coordinator (Merit) Maternal Health Administrator (Merit) the Maternal Mortality Review Program Epidemiologist (Merit) positions.
The position will oversee procurement processes for all grants and grantees under their portfolio.
This position is eligible for Hybrid Telework which is subject to approval from the supervisor.
MINIMUM QUALIFICATIONS
Qualified candidates should possess a Bachelors degree from an accredited college or university and six 6 years of professional experience in health or human services with three 3 years at the managerial or supervisory level.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess expert experience in maternal and infant health program management public health surveillance and data analysis.
