ABOUT THE POSITION


The County of Riversides Human Resources Temporary Assignment Program (TAP) seeks a Temporary Development Specialist I to support the Housing and Workforce Solutions Department. This is a fulltime position located in Indio.

Must be Bilingual in Spanish.
Must have valid California Drivers License.
Travel throughout the County may be required.

Development Specialist I

Performs advanced paraprofessional and entry level professional duties which involve basic technical and analytic work in economic development housing and community development employment and training programs or aviation; performs other related duties as required.

Incumbents receive training in the principles methods and resources used in economic development housing and community development workforce development aviation or perform client case management contract monitoring or related duties in employment and training programs. The majority of the duties are clearly defined and have established guidelines requiring basic interpretations. Incumbents when assisting with the routine or less complex professional work receive detailed and frequent review.

The ideal candidate will be a highly organized individual with strong scheduling data entry and Microsoft Office skills. They will bring professionalism and attention to detail while also exhibiting a peoplefirst approach.

EXAMPLES OF ESSENTIAL DUTIES

Interview applicants for special employment and training programs to determine income employment status education experience interests and other factors relevant to program eligibility; maintain client contacts to assess progress provide motivational counseling and make appropriate resource referrals; provide information regarding available employment and training programs to individuals and community organizations.

Complete or assist applicants in completing application referral or registration forms; inform applicants of other employment and training opportunities and resources in the community.

Determine applicant eligibility from registration forms interviews and supporting documentation provided by the applicant; explain eligibility determinations program provisions and the participants rights.

Assess suitability of clients for program referral; identify and refer applicants to appropriate service resources.

Conduct routine testing and assessment; recommend training options and develop client employment and training plans.

Ensure client computer files and case records are updated and reviewed in a timely manner; compile statistical reports on intake and related activities as needed; compile data and prepare routine statistical and narrative reports and correspondences.

Maintain contact with local communitybased organizations schools work experience coordinators and program operators to obtain client progress assessments and stay abreast of job and training opportunities for client referral; serve as a liaison between the Countys job training programs and the local community.

Provide technical assistance to individuals groups and employers regarding job and training opportunities eligibility determination intake procedures and business support services.

Stay abreast of regulations governing program eligibility and enrollment procedures through attendance at staff meetings and review of periodic revisions to applicable regulations; interpret state guidelines and develop recommended guidelines for approval.

Use approved guidelines to evaluate the recommendations of clients for the procurement of specific products and services to determine the amount of supportive services to be rendered.

Monitor the expenditures and encumbrances of supportive services funds.

Research and maintain files on local available resources of acceptable lowcost product outlets and service providers; present supportive services information to individuals and groups.

Review publications and government guidelines and regulations affecting federally funded training and employment programs or program operators contracts.

Summarize information for review and analysis by the division supervisor.

Develop or revise forms checklists and questionnaires as needed; assist in developing revising and distributing applications and proposal forms and tracks status.

Provide technical support and assistance to administrative agencies staff members current and potential program operators schools and community organizations.

Review applications proposals and routine contracts for completeness and accuracy; write routine narratives for limited scope contracts; review and revise contract documents.

Conduct onsite visits to ensure program operators contract and regulation compliance.

Assist the business community by providing site location information and by planning and coordinating project review and permit processing arrangements; cooperate with and advise cities chambers of commerce and local nonprofit development corporations on developing and implementing economic workforce and community development programs for workforce commercial industrial tourist and recreational attraction programs.

Collect organize and analyze basic economic and industrial development data; assist in the preparation modification administration and evaluation of funding requests from contractors citizens private agencies and local County and state officials for loan and grant funds.

Project and analyze sources and expenditures of grant and other financing funds; assist in implementing public financing bonds grants and programs.

Conduct onsite visits to engage with employers and provide information about County resources and programs.

Assist in arranging facilities for the staging of various special events conferences and meetings to publicize County developments and opportunities.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelors degree in business or public administration behavioral science social science political science aviation public policy urban studies education marketing economics environmental sciences geography or a jobrelated field similar to that utilized within the County of Riverside Office of Economic Development Department of Housing & Workforce Solutions Facilities Management Department or Aviation within the Transportation & Land Management Agency. (Professional technical or senior clerical experience in a jobrelated field similar to that utilized within the County of Riverside Office of Economic Development Department of Housing & Workforce Solutions Facilities Management Department or Aviation within the Transportation & Land Management Agency may substitute for the required education on the basis of one year of qualifying fulltime experience equaling 30 semester or 45 quarter units of education.

EXAMPLES OF BUSINESS AND COMMUNITY SERVICES/HOUSING HOMELESSNESS PREVENTION AND WORKFORCE SOLUTIONS FACILITIES MANAGEMENT AVIATION FIELDS: Economic development; housing and community development; aviation; commercial development; real estate; facilities management; community services (e.g. parks community centers or lighting water and utilities programs); workforce development (e.g. employment programs or job training programs); eligibility or social programs; finance; contract monitoring/management; environmental or sustainability programs; foreign trade; public relations; marketing; fundraising; film; human resources; museums; libraries.

Knowledge of: Principles and practices of data collection and analysis; principles of organization management and public and business administration; principles and practices of interviewing; effects of socioeconomic environmental and cultural factors on disadvantaged persons behavior and relationship to employment; basic principles and practices utilized in governmental business and financial administration; basic employment problems of economically disadvantaged persons; basic statistical applications used in analyzing labor market economic and demographic data.

Ability to: Learn and apply laws regulations and policies pertaining to assigned programs; learn basic structures and functions of local state and federal governments and community human services resources and organizations; learn and apply basic principles and practices of economic industrial housing and community development; learn and apply basic principles and practices of public relations and job training; learn and apply methods and techniques used in performing land use planning; learn economic and industrial development resources used to assist businesses to locate or relocate in the County; learn composition of the business community involved with economic industrial and community development; learn purpose and structure of publicly funded training programs; learn and apply laws and regulations governing the funding and operations of publicly funded training programs; learn local employment practices conditions and needs; learn and apply the gathering and analysis of basic program data; learn and apply the planning and preparation of materials to be used in promotional materials; learn and apply the provision of technical assistance regarding grantfunded programs; learn and apply the planning and coordination of effective citizen participation groups; learn to understand interpret and apply the provisions of basic government regulations policies and program operator contracts; reason logically draw valid conclusions generate and evaluate alternatives; establish and maintain effective relationships with clients private and public employers other community service agencies and civic groups the general public and fellow staff members; communicate effectively in oral and written form to individuals and groups of various organizational and socioeconomic levels.
