Description

The City of Richmond Department of Public Utilities is seeking a qualified Deputy Department Director Senior for Finance and Administration. The incumbent is a key member of the Department of Public Utilities Executive Leadership team responsible for strategic leadership and oversight of the departments financial planning budgeting procurement human resources and administrative operations. This position ensures the fiscal health and operational efficiency of the utility by aligning administrative functions with longterm departmental goals and regulatory requirements.

Duties include but are not limited to

  • Lead the development implementation and monitoring of the departments multimilliondollar operating and capital budgets.
  • Manage financial planning forecasting and reporting to support strategic initiatives and regulatory compliance.
  • Oversee rate studies costofservice analyses and longterm financial models.
  • Direct and coordinate administrative functions including HR procurement contract management and records retention.
  • Ensure adherence to local state and federal regulations and internal policies.
  • Collaborate with department leaders to optimize staffing resource allocation and organizational effectiveness.
  • Promote staff development succession planning and performance management programs.
  • Oversee procurement planning contract development and vendor performance for goods and services.
  • Ensure competitive bidding and compliance with public procurement laws.
  • Develop and implement policies procedures and internal controls to support sound fiscal and administrative practices.
  • Prepare reports and presentations for City Council commissions and external stakeholders.
  • Serve as a liaison between Public Utilities and other city departments agencies and external partners.
  • Represent the department in executive meetings audits and public forums.
  • Support the Director in planning organizing and directing customer service operations.
  • Oversee utility billing processes customer inquiries escalations and complaint resolution.
  • Ensure compliance with relevant laws ordinances and regulations governing utility customer service.
  • Implement improvements in technology training and procedures to optimize.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors Degree in public administration or field directly related to assignment
  • Eight years of progressively responsible related experience that includes significant management and supervisory experience
  • Some departments may prefer a Masters Degree in a field directly related to the assignment
  • Some positions may have additional specialized requirements
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
  • CPA license/certification

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Some departments and positions may require or prefer licenses or certifications in area of focus.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly finger talk hear see and perform repetitive motions; frequently reach stand walk and grasp; and occasionally climb balance stoop kneel crouch crawl push pull feel and lift. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
