NORCAPs mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian development and peace building sectors we collaborate with local national and international partners on finding solutions that meet the needs of people at risk.

  • Building bridges between the humanitarian development and peace building sector

We are seeking a Senior Programme Officer for a 2 year term with a 12months probation period based in Algiers Algeria. The Officerwill support overall of African Energy Commission (AFREC)s energy efficiency energy transition clean cooking bioenergy modernization and renewable energy through Demarks Africa Partnership for Peace and Sustainability ensure that the development of programs projects and operational support services are properly articulated in line with the AFRECs mandate.

This position is for applicants with citizenship from member states of AU only.

ORGANISATION BACKGROUND

The African Union (AU) established as a unique Pan African continental body is charged with spearheading Africas rapid integration and sustainable development by promoting unity solidarity cohesion and cooperation among the peoples of Africa and African states as well as developing a new partnership worldwide. The AU Commission is seeking to fill in the position of Senior Programme Officer at the African Energy Commission (AFREC) based in AlgiersAlgeria. AFREC is a specialized technical agency of the African Union Commission (AUC) that plays a leading role in the development of energy policies strategies and programmes on renewable energy energy efficiency bioenergy modernization capacity building oil and gas in Africa; and maintaining and disseminating the African Energy Statistics.

The Officer will support overall of African Energy Commission (AFREC)s energy efficiency energy transition clean cooking bioenergy modernization and renewable energy through Denmarks Africa Partnership for Peace and Sustainability support. S/he will ensure that the development of programs projects and operational support services are properly articulated in line with the AFRECs mandate.



Responsibilities

MAIN FUNCTIONS

  • Provide support in the preparation and implementation of the African Energy Efficiency Programme under AFREC including other related programmes such as the African Energy Transition Programme Renewable Energy Programme African Clean Cooking Programme.
  • Actively contribute to the development and implementation of strategies policies programmes and action plans.
  • Conduct complex analysis and generate accurate reports in a timely manner for the Division and AFRECs internal and external uses.
  • Liaise with the various divisions of AFREC and Departments/Units of the African Union Commission for coordination and alignment purposes.
  • Support the promotion of the programmes of AFREC including preparing leaflets guidelines and fact sheets as may be required.
  • Liaise with Member States Regional Economic Communities (RECs) and other stakeholders on relevant matters and ensure coordination and collaboration at all levels.
  • Provide support to mobilise resources with close coordination with relevant stakeholders.

SPECIFIC RESPONSIBILITIES

  • Support implementation of AFRECs programmes including the African Energy Efficiency Programme Energy Transition Programme Bioenergy Modernization Programme Renewable Energy Programme and Clean Cooking Programme.
  • Initiate the preparation of analytical work partnerships and resource mobilisation based on a consultative partnership approach underpinned by adaptability innovation and responsiveness.
  • Organize meetings training conferences and workshops at country regional and continental level on AFRECs programmes and related projects.
  • Coordinate periodic communication with partners on the implementation ofthe AFRECs programmes and other related projects.
  • Identify resultbased interventions at national regional and continental level based on the AFRECs programmes.
  • Articulate AFRECs programmes supporting energy transition in the form policy briefs analysis and studies sector reports discussion points and inputs to AFRECs publications and those by partners.

Qualifications

EDUCATIONAL QUALIFICATION & WORK EXPERIENCE REQUIREMENTS

  • A university Masters Degree in Energy Renewable Energy Energy Efficiency Energy Economics Energy Management and/or in related field in science and engineering with seven 7 years of experience in the energy sector

OR

  • A university Bachelor degree in Energy Renewable Energy Energy Efficiency Energy Economics Energy Management and/or a related field in science and engineering with ten 10 years of experience in energy.
  • Previous experience in establishing coordinating implementing and reporting on partner funded programmes preferably on EUfunded and/or Danishfunded projects and knowledge on the procedures is an added value.
  • Good understanding of global dynamics on energy and energy transition policies and programmes.
  • Must have proven track record of outstanding report writing and oral communication abilities.

LANGUAGE REQUIREMENTS

Candidate must be Proficient in English. Proficiency in one or more other working language(s) of the AU will be an added advantage.

TENURE OF APPOINTMENT

The appointment will be made on fixed term contract for a period of two 2 years of which the first twelve months shall be considered as probationary period. Thereafter the contract will be renewed annually for the project period up to end of 2028 subject to satisfactory performance and deliverables.

REMUNERATION

The position is established at Grade P3 within the African Union Commissions grading structure. Remuneration for this role comprises a base salary inclusive of all applicable benefits and allowances.
