This position is in the Colorado Department of Revenue Firearms Dealer Division (FDD). The Criminal Investigator III position conducts investigations of permitted firearms businesses to ensure compliance with Colorado Statutes and Regulations. This position details their findings in investigative reports providing information for criminal court and administrative actions and testifies in administrative or in criminal proceedings as to these details.

This position provides training education and outreach to stakeholders including local authorities law enforcement agencies firearms dealers and employees and the general public to provide information regarding regulations and laws governing the firearms industry. This position assists permittees with information to correct any identified issues. This position will also perform duties as assigned by the appointing authority or supervisor.

A typical day as a Criminal Investigator in the Firearms Dealer Division:

As a certified Peace Officer (P.O.S.T. this position exists to fulfill the statutory responsibility to administer and enforce Colorados Firearms Dealer laws in a consistent and commonsense manner. This position exists to serve and protect the Colorado public and to foster a safe and compliant industry within the state for those who participate in the business of dealing in firearms.


The Criminal Investigator III position conducts investigations of permitted firearms businesses to ensure compliance with Colorado Statutes and Regulations. This position details their findings in investigative reports providing information for criminal court and administrative actions and testifies in administrative or in criminal proceedings as to these details. This position provides training education and outreach to stakeholders including local authorities law enforcement agencies firearms dealers and employees and the general public to provide information regarding regulations and laws governing the firearms industry. This position assists permittees with information to correct any identified issues. This position will also perform duties as assigned by the appointing authority or supervisor.


Primary Duties:

Criminal and Regulatory Investigations

  • Upon assignment or selfdiscovery conducts and plans investigations of alleged violations of Colorado firearms statutes criminal statutes and regulations to determine if a violation has occurred and takes appropriate action such as issuing a criminal summons or completing a charging document for criminal violations or a investigation report recommending administrative action for proposed regulatory allegations and violations for review by management and the appointing authority.

  • Conduct interviews in response to active administrative and criminal investigations. Interview witnesses suspects complainants applicants permittees and the general public to detect discover and obtain additional information or evidence related to the investigation.

  • Understand and utilize Division reporting procedures evidence tracking system and any other databases to support administrative and criminal investigations.

  • Make physical arrests when necessary for violations of law identified during investigations consistent with Department and Division.


Statutory Enforcement

  • Responds to complaints and proactively visits/inspects permitted Colorado firearms businesses as an armed
    peace officer to prevent and discourage the prohibited possession sale and transfer of firearms.

  • Upon request from a law enforcement agency the Criminal Investigator III conducts investigations of firearms dealer permittees for potential illegal firearms transactions that may have attributed to serious bodily injury or death.

Regulatory Compliance

  • Responds to and investigates complaints of alleged violations of the Colorado Firearms Dealer regulations from
    permittees law enforcement local authorities and the general public.

  • Utilizes and demonstrates proficiency of interview techniques and knowledge of other applicable methodologies when conducting investigations.

Administrative

  • Accurately documents all work time and leave in the Department timetracking database and submits request for approvals for all overtime and leave requests to the supervisor.

  • Maintains communication and transparency with team members and supervisory staff and is available for contact by management supervisor(s) coworkers and stakeholders.

  • Attends all Department training both in person and online to maintains required certifications to include but not limited to arrest control/defensive tactics firearms CCIC and other certifications and training as mandated by the Department of Revenue and Colorado POST.

  • This position prepares reports and other documents consistent with Division policies and practices.

Must meet the following or any combination of experience/education to meet the minimum (MQ) qualifications:


Experience:

Six 6 years of fulltime professional investigative experience in a regulatory environment.

AND

Must possess a valid Colorado POST certification that is active in good standing and free of any restrictions suspensions or revocations at the time of applying.


OR


Education/Experience

Bachelors degree from an accredited institution in accounting business administration public administration criminology criminal justice criminalistics political science police science law enforcement law psychology sociology or a closely related field as determined by the Department.

AND

Two 2 years of fulltime professional investigative experience in a regulatory environment.

AND

Must possess a valid Colorado POST certification that is active in good standing and free of any restrictions suspensions or revocations at the time of applying.


Substitutions

Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a yearforyear basis.


Necessary Special Requirements:

  • Applicants must possess a license

  • Must possess a valid Colorado POST certification that is active in good standing and free of any restrictions suspensions or revocations at the time of applying.


Necessary Qualifications:

  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Firearms Dealer Division.
  • Must possess and maintain a valid Colorado drivers license (at the time of application).
  • Must be able to pass a preemployment background check.
  • Must pass a preemployment Physical and Psychological evaluation.
  • Applicants must be willing to work nights rotating shifts weekends holidays and maintain oncall status while offduty for emergency and supervisory response.
  • Maintains proficiency and qualification with firearms and other defensive equipment assigned and as required by Colorado P.O.S.T.
  • Attends all DOR compliance training modules.
  • Certify and maintain certification in arrest control techniques.
  • Applicants must be willing and able to perform heavy lifting carrying or otherwise moving objects occasionally up to 100 pounds

Preferred Qualifications:

The ideal candidate will possess the following skills:

  • Knowledge of Colorado rules and regulation related to Firearms & Dealer.
  • Demonstrated experience in communication and interpersonal oral and written communication skills.
  • Experience supervising administrative investigations in a regulated environment.
  • Problem solving and troubleshooting skills.
  • Demonstrate the ability to plan and organize.
  • Ability to complete reports in a thorough accurate and concise manner.
  • Experience with rule making processes.
  • Experience supervising administrative investigations in a regulated environment.

Conditions of Employment:
  • Must possess and maintain a valid Colorado drivers license (at the time of application.
