DCYs core hours of operation are MondayFriday from 8:00am to 5:00pm however daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am and as late as 9:00am based on supervisory approval. This position performs work onsite daily at DCYs office space.

Under direction independently researches and analyzes complex information to resolve errors modify data and/or determine appropriate action with external involvement and administers the fiscal aspect of grants: reviews operational status of agency grants and funds and provides forecasts to supervisor to ensure grants and funds will not exceed appropriations or period of availability; analyzes and recommends appropriate action relative to proposed expenditures and deviations from cash/grant spending plans and/or forecasts; prepares and analyzes fiscal functions for quarterly grant reconciliation activities (e.g. outlays; cash draws and revenues; grant authority) relating to federal grants awarded by the federal agency (e.g. Health and Human Services) in accordance with federal and state regulations; utilizes various software reporting methods (e.g. spreadsheets; reports writer; word processing) to gather data necessary to reconcile completed reports for federal claims and draws; compares extracted data to reports used to compile and submit federal financial reports; investigates inconsistencies in Ohio Administrative Knowledge System (OAKS) regarding the reporting and maximizing the federal claim and draw differences; meets with other Bureaus within the Office of Fiscal and Monitoring Services (OFMS) to analyze and reconcile differences; maintains thorough records both hard copy and electronic including analysis work papers and actions recommended and/or implemented; analyzes and reports activities in compliance with state and federal regulations and in regard to federal grants awarded by US Department of Health and Human Services; researches analyzes reviews and monitors agency financial transactions and cost accounting reports by grant/program to ensure effectiveness and fiscal integrity of federal programs and compliance with applicable state and federal policies and procedures (e.g. Office of Management and Budget 0MB Circulars A87 and A133 and Compliance Supplement; Ohio Revised Code ORC; Code of Federal Regulations CFR; Cash Management Improvement Act CMIA; Internal Accounting Control Program IACP); prepares agency financial and managerial reports and/or statements (e.g. General Accepted Accounting Principles GAAP Schedules; Schedule of Expenditures or Federal Awards SEFA; quarterly federal financial reports; federal program closeouts) for multiple federal grants/programs (e.g. Adoption Assistance; Foster Care; Child Welfare; Temporary Assistance to Needy Families).

Gathers and/or uploads financial data necessary to prepare estimates; calculates federal cash amounts to be drawn to ensure availability of federal funding to cover approved administrative program and benefit payments for the agency (e.g. reviews daily accounting transactions; analyzes verifies and monitors balances by letter of credit agency fund and/or federal grant); performs draw requests in appropriate federal payment management systems (e.g. Payment Management System PMS/Division of Payment Management DPM; enters revenue documentation in OAKS; prepares documents for transfers of cash between agency funds and/or bank accounts; prepares reconciliations of various programs revenue deposits cash balances and federal cash draws (e.g. federally claimed expenditures to federal cash draws); prepares and reviews summary reports financial documents spreadsheets and required deposit documents; maintains thorough hard copy and electronic records of reconciliations financial statements and reports work papers and action taken; maintains grant information in Fiscal Monitoring System (FMS) Portal (e.g. Smartlink balances; expenditures; awards); maintains OAKS Grant Attribute table; submits OAKS Chartfield requests for grants; serves as contact for coordination of audits with internal state and federal auditors; provides assistance and advice concerning fiscal program policies and procedures (e.g. Cash Management Improvement Act); serves as liaison with federal state and county agencies general public and Ohio Department of Children and Youth (DCY) program areas to disseminate information pertaining to grant programs; drafts procedural documents (e.g. desk aids; user guides; process manuals) for each program report and/or reconciliation process and updates procedures as needed.

Performs other related duties as assigned (e.g. attends staff meetings; travels to attend and participate in meetings conferences and trainings; completes special assignments as required; participates in the design and implementation of procedural guidelines and monitors fiscal activities for compliance with federal and state regulations; remains current with applicable state and federal laws rules procedures and standards governing fiscal and budgetary operations by reading program journals special reports audits and government websites; assists with federal reporting functions; remains current with computer software applicable for spreadsheets and analytical work; operates personal computer to produce correspondence reports and other documents; maintains logs records and files).

Unless required by legislation or union contract starting salary will be the minimum salary of the salary range 32 (step 1 currently $29.23 per hour) associated with this position.

Proficiency Instruments/Assessments may be required for this position; Applicant must demonstrate proficiency with a passing score to move on to the structured interview portion. Regardless of a passing or failing score all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized this 6month period. Applicant with a failing score in the same classification may not retake the same selection assessment for this 6month period.

Travel required as needed. Must provide own transportation or in order to operate a state vehicle you must have a valid drivers license.
