Job Description

GENERAL DESCRIPTION

Responsible for establishing implementing and maintaining internal controls in the form of policies procedures and work instructions to ensure that Crane fully satisfies its regulatory obligations pertaining to US Export and Trade Controls and import regulations. Responsible for ensuring training of personnel relative to US Export and Trade Controls and import compliance requirements. Responsible for managing the verification of the effectiveness of such internal controls at Crane stations by conducting or overseeing compliance review audits of all business units that handle export and import transactions (all modes of transport). Analyzes controls through qualitative and quantitative evaluation of transactional documentation for compliance with applicable trade regulations. Responsible for ensuring support for CWLs global supply chain security program and ensuring compliance with the U.S. Customs and Border Protection CustomsTrade Partnership Against Terrorism (CTPAT) program and the U.S. Transportation Security Administration (TSA) Agency Cargo Security Program.

ESSENTIAL JOB FUNCTIONS

  • Track and analyze new and revised legislation which govern program compliance to determine impact on operations; modify program as appropriate in response to changes in US trade law or legal requirements.
  • Keep abreast of emerging technology changes and innovations through formal or informal study reading business and professional publications networking and participation in professional organizations.
  • Provide training to all employees involved in export related activities in accordance with Cranes Export Compliance and Trade Control Training Plan.
  • Maintain CustomsTrade Partnership Against Terrorism (CTPAT) security baseline plans and procedures.
  • Maintain the Companys U.S. Transportation Security Administration (TSA) security baseline plans and procedures.
  • Support and maintain global supply chain security protection goals objectives and directives consistent with the corporate strategic plan.
  • Ensure that export activities are carried out as required by the Department of Commerce Department of State Department of Treasury and other US regulatory agencies as set forth within Cranes U.S. Export Control Compliance Manual
  • Ensure import activities are carried out as required by the U.S. Customs and Border Protection regulations of 19 CFR
  • Establish and maintain policies procedures and work instructions relative to exports and reexports.
  • Establish and implement internal controls to preclude the companys participation in transactions or activities contrary to U.S. trade regulations or that are inconsistent with the companys best practices.
  • Annually perform risk analyses of stations; develop annual audit plan individual audit agendas questionnaires and related communications.
  • Plan organize schedule and lead the audit activities of the Global Trade Compliance Team; providing comprehensive and objective analyses of station export files; verifying completeness accuracy compliance and overall file integrity.
  • Document audit findings and prepare reports with recommendations for presentation to senior management.
  • Investigate possible export or trade compliance violations; track report and resolve matters of noncompliance; seeking guidance of the Chief Compliance Officer as necessary.
  • Production of recurrent or ad hoc reports metrics and presentations for senior management.
  • Liaise with U.S. Customs and Border Protection U.S. Department of Commerce U.S. Dept of State and U.S. Census Bureau to assist with detentions seizures investigations and mitigation as required.
  • Establish and maintain relationships with International Enforcement North American Enforcement and U.S. Regional Cargo Enforcement agencies.
  • Other duties as assigned

PHYSICAL REQUIREMENTS

  • Walking standing sitting possible warehouse work travel.
  • Vision acuity and ability to focus.
  • Job will require regular attendance and punctuality with presence onsite at the assigned work location.

OTHER SKILLS/ABILITIES

  • Ability to lead analyze and interpret existing and industry and government requirements.
  • Proficient and conversant with all Global Trade Compliance policies procedures and work instructions
  • Ability to work collaboratively with colleagues from all departments to accomplish assigned objectives.

EDUCATION AND EXPERIENCE

  • Bachelors Degree/Business or related discipline
  • Direct experience and working knowledge on Export Control
  • Minimum of 6 years work experience relative to Trade Compliance

CERTIFICATIONS AND LICENSES

  • Professional certification may be required in some areas
  • Within first year employee must obtain certification as a Certified U.S. Export Compliance Officer (CUSECO)
