    POSITION SUMMARY:
    Assist in the overall operation of a regional 50 Center including program development implementation and evaluation; community outreach; and reporting and record keeping. Serves as the Center Director in their absence and as a team member in all aspects of center operations.

    STARTING SALARY HIRING RANGE:
    $26.83 $30.25

    CLASS DESCRIPTION:
    Performs professional level human services work which may include supervision under general supervision from an administrative or technical superior. Work includes planning and directing the safe and efficient operation of activities of a center overseeing the marketing and participant registration for programs classes and special events; supervising assigned parttime and full time personnel; and preparing the budget for center operations.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    • Assists with the overall management and operation of a regional multifunctional 50 center.
    • Plans coordinates implements and evaluates 50 center programming including planning quarterly calendar preparing newsletters recruiting and coordinating schedules with instructors/contractors and hosting programs.
    • Assist with the coordination of building scheduling with Program staff and other user groups.
    • Oversee the general operation of the center in the absence of the Center Director.
    • Coordination with the Department of Facilities for scheduled and unscheduled maintenance.
    • Supervision of assigned full time and contingent staff.
    • Recruits selects trains and evaluates contingent staff and volunteers.
    • Plans schedules and assigns work. Facilitate ongoing cooperation and coordination with DCRS offices County Departments and liaison work with the local community.
    • Reviews and conducts inspection reports for facility maintenance.
    • Works towards ensuring the safety and security of patrons and staff.
    • Welcomes and orients 50 Center participants to include providing tours leading orientation presentations conducting outreach to increase Center participation.
    • Completes reviews and submits Incident Injury Accident or other related reports to the Center Director Division Manager Risk Management and Department.
    • Assists with maintenance and repair issues with fitness equipment with the appropriate contractor and communicates with program staff.
    • Assists with the development and management of the operating budget. Completes fiscal and financial reports as required.
    • Ensures staff compliance with County policies for cost accounting PDQ card and purchasing.
    • Works with Department Communications Team and other stakeholders to develop marketing strategies for programs events and rentals.
    • Coordinates and submits information for the Offices digital newsletters and publications. Prepares and submits Public Service Announcements.
    • Assists with rentals and other agency use of the building. Resolves all schedule conflicts.
    • Maintains an active working knowledge of DCRS programs trends and needs. Works as a team member across OAI divisions projects and programs.
    • Works collaboratively with nutrition team to assist with food service within the 50 centers.
    • Attends staff meetings and trainings as directed by supervisor.
    • May require work some evening and weekends.
    • Participates in activities related to Emergency Management as requested including work outside normal business hours.

    SUPERVISORY RESPONSIBILITIES:
    May supervise contingent and/or benefitted staff. Assists with managing 10 service provider contracts on an annual basis. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing hiring and training; addressing complaints and resolving problems.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Bachelors degree or an equivalent combination of education and experience.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    • ServSafe Food Sanitation Certification.
    • Excellent customer service skills.
    • Creative thinker and selfstarter with an ability to envision develop and implement innovative programming.
    • Experience and working knowledge of program planning and development.
    • Basic math and accounting skills.
    • Strong interpersonal skills excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
    • Strong computer proficiency especially with Microsoft Office (Word Excel PowerPoint) database management and spreadsheet applications necessary.
    • Proficiency in virtual platforms and use of technology for human services delivery.

    LANGUAGE SKILLS MATHEMATICAL SKILLS AND REASONING ABILITY:

    LANGUAGE SKILLS:
    Ability to read and interpret documents such as safety rules operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

    MATHEMATICAL SKILLS:
    Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percent and to draw and interpret bar graphs.

    REASONING ABILITY:
    Ability to apply common sense understanding to carry out instructions furnished in written oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

    CERTIFICATES LICENSES AND REGISTRATIONS

    • ServSafe Food Sanitation Certification must be received within six months of hire.
    • Class C Maryland Drivers License or equivalent issued by state of residence.
