Job Description

This fulltime administrative position performs a variety of administrative technical and professional work in preparation and implementation of economic and community development plans Center for Entrepreneurship and related programs and services.

Reporting to the President the position works closely with the Gallia County Community Improvement Corporation (CIC) and under a unique partnership with the Gallia County Commissioners functions as Gallia Countys Director of Economic Development. The Director promotes the business and economic development interests of Gallia County the University/Community College and Rios service territory by providing guidance to companies and individuals to establish relocate or expand their businesses within the community. This position provides assistance in the planning and coordination of community development projects assists business with local and state permitting processes and provides research for related communitysponsored projects.

The position will also direct the Center for Entrepreneurship on the Rio Grande campus. This collaborative initiative engages students faculty staff and alumni across the University as well as entrepreneurs business leaders government agencies and community members within the region who imagine innovate start and grow new and existing ventures.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
  • In partnership with the Gallia County Commissioners and Gallia County Community Improvement Corporation (CIC) direct economic development initiatives to develop and advance Gallia County and the Southeastern Ohio region.
  • Lead a business retention and expansion (BRE) program for Gallia County establishing relationships and annual touchpoints with key employers to identify opportunities for business growth and job creation/retention.
  • Provide assistance in the development of short and long term economic and community development plans as well as the gathering of information and preparation of studies reports and recommendations to achieve such goals.
  • Build relationships with associated counterparts representing utilities taxing authorities zoning transportation and community services in order to respond to requests for information (RFIs) for economic development purposes.
  • Serve as the key point of contact for all commercial/industrial Community Reinvestment Areas (CRAs) in Gallia County and villages within Gallia County. Work closely with the Gallia County Auditors office to maintain records submit yearly reports and convene Tax Incentive Review Councils (TIRCs) and Housing Councils to review active abatements.
  • Promote the Dan Evans Industrial Park promoting the sale of lots and the orderly development of projects within the park.
  • Manage marketing efforts focused on industrial commercial and residential development within Gallia County including and associated social media pages as well as and .
  • Work closely with the Gallia County Chamber of Commerce and Gallia County Convention & Visitors Bureau to identify areas of collaboration and opportunity in the promotion of business location and expansion within Gallia County.
  • Maintain communication with various local state and federal agencies as well as lawmakers and their staffs coordinating projects with agencies as deemed necessary and appropriate.
  • Provide information and/or make presentations to supervisors boards commissions civic groups businesses individuals and the general public on economic development issues programs services and plans.
  • Provide deep knowledge of the existing inventory of available buildings and business and residential development sites within the community. This will include both public and private building and land areas.
  • Identify large tracks of land and utility overlay for industrial commercial and residential development and develop strategies to complete due diligence studies fund any necessary utility improvements and gain site control.
  • Partner with site selection and legal teams to negotiate economic development agreements with various state and local governments and economic development agencies.
  • Grow the Center for Entrepreneurship at Rio Grande through engagement with studentrun businesses and communityrun businesses.
  • Develop assistance programs for entrepreneurs and businesses to develop appropriate business models business plans loan packaging workforce training and access to new markets in coordination with federal state and community partners.
  • Proactively conduct outreach to startups and entrepreneurs to assess their needs and deliver solutions to enhance and expand their businesses.
  • Collaborate with University staff and faculty other higher education partners local chambers of commerce local state and federal economic development agencies and others to provide needed services to entrepreneurs.
  • Build and maintain close professional relationships with small businesses served.
  • Identify new market opportunities increasing knowledge of and active participation in programs and other federal state and regional needs partnerships and prospects.
  • Develop new services based on demonstrated client need.
POSITION QUALIFICATIONS:
  • Bachelors degree in business public policy marketing or related field.
  • Three 3 or more years of industry and management experience including state and local taxes and economic incentives.
  • Considerable knowledge of business development community and economic development.
  • Working knowledge of zoning and infrastructure planning programs and processes.
  • Proven experience in developing and maintaining strong working relationships with a broad crosssection of stakeholders.
  • Demonstrated evidence of highlevel strategic thinking and planning.
  • Comfortable making decisions and solving problems in a highly selfdirected environment.
  • Solid organizational abilities including planning delegating program development and task facilitation.
  • Demonstrated financial analysis and project management experience.
  • Preference will be given to candidates with entrepreneurial and/or business experience
