CITY OF FARMINGTON

JOB POSITION #68 Building Inspector

NUMBER OF VACANCIES: 1

DEPARTMENT: Community Development/Building Inspection

WORK LOCATION: West Annex

TYPE OF POSITION: Regular FullTime

PAY GRADE: L

HIRING RANGE: $24.4119 $37.9801/ Hour

DAYS WORKED: MondayFriday

HOURS WORKED: 8:00 a.m.5:00 p.m.

JOB DUTIES

ESSENTIAL DUTIES:

Responsible for administering and enforcing the International Building Code International Residential Code and other related codes and regulations including the New Mexico Building Code State of New Mexico Construction Industries Division Rules New Mexico Construction Industries Licensing Act Federal Accessibility Requirements International Energy Conservation Code and the Existing Building Code.

Using excellent customer service skills establishes and maintains effective working relationships with business and property owners builders contractors architects engineers other city employees officials and all members of the general public. Assist other city employees including Code and Zoning Compliance Officers with understanding building code issues.

Receives the public at the front counter and answers questions; responds to inquiries.

Must be able to read and understand building construction blueprints. Performs the duties of plans examiner in both commercial and residential categories. Must communicate deficiencies to homeowners contractors and design professionals.

Assists in administering the permitting function including application processing fee assessment and collection issuing work orders and permit issuance. Issue street cut permits.

Must have a general working knowledge of the review and approval purviews of other city divisions and departments including those relating to fire planning zoning and engineering requirements.

Inspect buildings prior to any change of occupancy related to new business startups. Inspects damaged and dilapidated buildings for life safety issues. Process and issue mobile home parking permits.

Performs inspections of footings foundations framing insulation lathing and completion of building projects by issuing building finals and certificates of occupancy.

Maintains records of building and inspection activity and completes related reports. Issues correction notices stop work orders certificates and permits as appropriate.

Assists in researching problems and complaints regarding commercial and residential buildings building construction and code compliance.

Assists the Chief Building Official in resolving complex and sensitive customer service issues either personally by telephone or in writing.

Maintains records and documents of customer service issues and resolutions.

Attend code review meetings and trainings locally and statewide. Maintain and obtain ICC certifications.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Attendance at work is an essential function of this position.

This position reports directly to the Chief Building Official.

NONESSENTIAL DUTIES:

Assist the Chief Building Official in reviewing new and alternate building materials.

May serve as a member of various staff committees as assigned.

QUALIFICATIONS

This position is subject to the City of Farmingtons Drug and Alcohol Free Workplace Program which includes: preemployment testing postaccident testing reasonable suspicion testing return to duty testing and followup testing.

Valid drivers license or ability to obtain one upon hire with acceptable driving record for the past three years.

Extensive background checks are required.

High School diploma or equivalent required. Minimum of three 3 years of foreman level experience in the general construction trade. Thorough knowledge of the International Building Code International Residential Code related building codes and general building construction required. Graduation from an Associates program highly desirable. ICC certifications especially in commercial plan review are highly desirable.

Affidavits from employers as to the authenticity of any employment as required by the General Construction Bureau.

Must be certified as a building inspector by the State of New Mexico Construction Industries Division before employment as a building inspector.

Must pass a written examination administered by the State of New Mexico Construction Industries Division.

The General Construction Bureau of the Construction Industries Division reserves the right to deny the issuance of a certificate as a building inspector for reasonable and just cause on its own motion.

Ability to work in a fastpaced environment and to communicate effectively orally and in writing.

Must obtain certification as a building inspector by the International Code Conference of Building Officials within one year of hire date.

As required in Section 60138B of the New Mexico Construction Industries Licensing Act must surrender any contractors license or certificate of competence issued by the Construction Industries Division to be held in inactive status as a condition of employment.

The employee is occasionally required to climb or balance; stoop kneel crouch or crawl; talk or hear. The employee must be able to climb ladders or scaffold stoop kneel crouch or crawl talk and hear. Specific vision abilities required include close vision distant vision color vision peripheral vision and depth perception.

Work is performed in both indoor and outdoor settings.

Handeye coordination is necessary to operate computers and various pieces of office equipment.

The employee must occasionally lift and/or move up to 25 pounds.

Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and the ability to adjust focus.

While performing the duties of this job the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions or airborne particles. The employee must be able to work safely in inclement weather conditions and various conditions pertinent with jobsite construction.

The noise level in the work environment is usually quiet in the office and moderate to loud in the field.
