Project Manager Industrial Base Assessments DOC BIS (Hybrid TS/SCI required)

Location: Washington D.C.

We are actively seeking an experienced Project Manager of Industrial Base Assessments to support the U.S. Department of Commerces (DOCs) Bureau of Industry and Security (BIS) in efforts to advance national security foreign policy and economic interests.


This fulltime hybrid position will require onsite work 4 days per week.


Work Description:

The Bureau of Industry and Security (BIS) develops export control policies issues export licenses and prosecutes violators to heighten the nations economic prosperity. Additionally BIS develops and implements policies and programs that ensure a strong technologically superior defense industrial base. The objective of this project is to enhance the ability of the Office of Strategic Industries and Economic Security (SIES) to conduct technical analysis research data analytics data visualization and technical support for the BIS Export Administration (EA).

In support of this program the Project Manager of Industrial Base Assessments will provide project management task management and quality management as well as planning and compliance processing support for SIESs industrial base assessment tasks as well as Industry Requests for Information Industry Notice of Inquiries Section 232 investigations Foreign Availability Assessments and evaluations of the effectiveness of export controls on U.S. competitiveness.

The successful candidate will also manage a team Supply Chain / Economic Analysts.


Responsibilities:

The Project Manager of Industrial Base Assessments will manage a project delivery team all task activities and project deliverables including support in the following areas:

  • Lead supply chain analyses related to commodities and technologies of concerns to the Department.
  • Conduct and direct project related research on technologies industries and other matters related to survey scope.
  • Design and edit industrial bases survey(s) analyze data from survey respondents and draft charts graphs and written information for reports based on data collected from survey responses
  • Plan and manage development of industrial base reports and other research and analytical products
  • Identifies dependencies that adversaries have on U.S. technologies through the assessments of U.S. technologies supply chains and industries
  • Define export policy problems and issues
  • Monitor and research critical and emerging technologies relevant to U.S. competitiveness and national security
  • Support the technical analysis associated with the development of policy planning strategy and of all requirements for export policies related to national security controls.
  • Conduct qualitative and quantitative analyses of export policies and national security controls U.S. industrys economic/regulatory concerns and any impact to the Export Control Reform Act.
  • Research analysis and reporting on the effectiveness of controls including utilizing Excel Power BI and other advanced data analysis tools.
  • Define export policy problems and issues through the use of correlation analysis cluster analysis multiple regression analysis and other analytical techniques.
  • Prepare reports analyzing the economic impact of export controls on key sectors in the U.S. industrial base as well as monitor the effect of the new export controls.

Minimum Requirements:

  • U.S. Citizenship
  • Bachelors Degree
  • 10 years of relevant experience including project management experience
  • TS/SCI Clearance

Preferred Qualifications:

  • Masters Degree
  • PMP Certification
