The Opportunity:
This is a full time regular assignment open to all current regular probationary/trial service and limited duration or those in a paid or unpaid internship program of Multnomah County who are on approved leave or on an active recall list.

About the Position:
The Finance Specialist 2 will be responsible for overseeing balancing adjustment auditing and distribution of property tax and fee funds as well as producing all associated routine and ad hoc reports. Additionally this position will be maintaining a high level of Oregon property tax procedural and statutory knowledge in order to provide training and assistance to all external and internal customers.

EXECUTES AND MAINTAINS ACCOUNTING PROCESSES
Processing Online Home Banking Bill Pay wire transfer and other electronic payments.
Processes reconciles and maintains deposit summaries daily for monthly tax distribution and cash reconciliation.
Processes refunds and maintains refund system in both Workday and the Property Tax software system.
Processes property tax accounting system reports utilizing Excel for both internal and external customers.
Processes uncashed refund check affidavits from the financial enterprise and property tax enterprise system.
RECONCILES AND PROCESSES ACCOUNT ACTIVITY
Processes property tax account adjustments including levied tax corrections returned items and payment reversals among others.
Reviews and reconciles daily tax collection and customer service reports.
Performs various tax and interest prorations and calculations related to special processes such as Act of God historic exemption and foreclosure redemption.
Performs calculations of discount and interest charges on property tax accounts.
Interacts extensively with both internal and external customers to answer questions perform interest calculations facilitate refund requests and research and resolve tax account related issues.
Research and resolve property tax account credit balances.
Maintain prepayment and suspense payment records for application and/or refund.
Maintains separate accounting system for public website and data customers including collection billing.
OTHER TAX REVENUE MANAGEMENT ASSISTANCE
Processes payment and deposit transactions and WORKDAY journal entries
Provides technical property tax and financial system assistance to other Tax Revenue Management staff.
Reviews and verifies test tax statements and system programming changes as assigned.
Testing and analysis of assessment and taxation and financial system programming changes.
Assists other Tax Revenue Management staff including correction of delinquent accounts as time permits.
Write procedures and make recommendations and updates regarding policies procedures and accounting records.
Archives Tax Collection and Tax Accounting records.
PROCESSES FINANCIAL ACTIVITY AND REPORTING
Processes various Workday accounting transactions as needed including journal entries customer invoices and customer payments.
Reviews Workday uncashed refund checks and property tax system overpayments older than 2 years on a monthly basis for reissue or refund.
Completes annual review and required notification process for overages and uncashed refunds to be escheated to the State of Oregon. Provides information to Treasury to complete the process.
Assists in preparing and providing information for annual audits and internal controls verification.
Performs monthly Petty Cash audit and reconciliation.
Assists Finance Specialist Senior in preparation of monthly tax distribution reconciliation including processing property tax system data into Excel spreadsheets.
Assists Finance Specialist Senior in preparation of monthly statistical reports.
TRAINING
Provides training and education to staff on rules regulations statutes and procedures.
Prepares training materials on Tax Accounting Processes for Customer Service and other staff.
Delegates relevant tasks to other Tax Revenue Management employees.

Minimum Qualifications/Transferable Skills*:
Bachelors degree with major course work in accounting finance business or a related field or equivalent experience
Three 3 years of progressively responsible accounting or fiscal management experience
Must pass a criminal background check

Knowledge of laws and rules governing property tax collection and distribution in Oregon
Knowledge of Workday or other financial enterprise system software
Experience explaining laws and regulations to internal and external customers
Knowledge of governmental accounting standards and practices

Hybrid Telework: This position is eligible for hybrid telework meaning you are able to work both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Schedule: Monday Friday; There may be some flexibility with start and end times.
