The mission of the Operations Division of the International Staff is to prepare NATO for the defence of Alliance territory to respond to crises at home and abroad and to strengthen the capabilities of partners. The Operations Division advances the core tasks of the Alliance (Collective Defence Crisis Management Cooperative Security) by providing policy recommendations situational awareness advance planning wellexercised and executed crisisresponse and outcomeoriented defence and related security cooperation programmes.
The Counter Terrorism Section coordinates Counter Terrorism (CT) efforts across the Alliance in accordance with the CT Policy Guidelines and the Updated Action Plan on Enhancing NATOs Role in the International Communitys Fight against Terrorism. It provides policy leadership on NATOs CT efforts and specific support to Allies underpinned by substantial dialogue and cooperation on CT related issues with International Organisations and partner countries. The section also supports the Assistant Secretary General for Operation in their role as NATO Secretary Generals Special Coordinator for Counterterrorism.
The incumbent will support CT capacity building work in order to implement primarily the Action Plan on Enhancing NATOs Role in the International Communitys Fight against Terrorism. In particular they will support capacity building CT efforts with the North African partners of the Mediterranean Dialogue including by supporting the potential development of Defence and Security related Capacity Building (DCB) packages and CT (mobile) education and training activities as well as the implementation of those packages and activities already in place. They will also contribute to CTrelated support to the work of the Global Coalition against Daesh and for the CT capacitybuilding initiatives with other international organizations such as the EU and the UN. They will also contribute as required to other capacity building initiatives and programmes and support the development of policy related to counterterrorism capacity building.

Policy Development
Participate in the further elaboration and implementation of NATOs counter terrorism policy. Support the development of the capacity buildingrelated serials of the CT Action Plan. Ensure that aspects related to CT capacity building are properly taken into account in the development of NATO partnership policies and programmes.
Expertise Development
Support the coordination of CT capacity building counter terrorismrelated work across the Alliance (including in education and training) provide policy guidance and enhance NATOs dialogue and cooperation on these issues with international organisations and partner countries. This includes contributing to NATO CT partnerships. Advise on CTrelated developments in capacitybuilding initiatives within and outside NATO. Support the implementation of CT agreed areas of cooperation and explore the development of new ones through appropriate processes.
Stakeholder Management
Develop an effective internal network as well as a network of stakeholders in nations NATO Military Authorities various agencies other international organisations and others where relevant for the capacity building programmes under the purview of the Section. Coordinate closely for the partners under their purview with the Political Affairs and Security Policy (PASP) Division who have the overall lead for political relationships with Partners. Cooperate with the International Military Staff and NATO Command Structure as well as with relevant NATO Centres of Excellent and NATO Education and Training Facilities.
Project Management
Support the develop and implement CTrelated projects as appropriate including taking into account political and CT relevant priorities agreed through the respective partner Individual Tailored Partnership Plan. Ensure complementarity with Allied bilateral assistance and other donors. Monitor progress and evaluate impact of NATO CT programmes and projects with partner countries and relevant International Organisations. Travel to the partner countries and organise CT consultations at NATO HQ. Analyse ongoing and completed projects and programmes identifying innovations to improve working practices procedures and performance. Report regularly to NATO committees on the activities conducted.
Knowledge Management
Monitor counter terrorism developments in NATO countries and in other countries of the EuroAtlantic area keeping abreast of developments outside Europe and in international organisations (EU UN OSCE INTERPOL etc. as well as within NATO. Share knowledge on these within the Section and the Division as well as with relevant stakeholders in the Organization
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent reports to the Head of the CT section and closely coordinates work with other officers of the Section. They will maintain close working relationships within the division and liaise with other NATO Divisions (from the International Staff and the International Military Staff) with NATOs Strategic Commands and with Nations in order to ensure proper coordination and communication regarding counter terrorism activities. They will maintain good working relations in the field of counter terrorism with relevant international organisations and where appropriate with nongovernmental organisations and thinktanks/academia.
