One of our clients is seeking a Senior Project Manager with proven experience in Agile and Waterfall methodologies capable of managing complex technical projects within the Commonwealth s governance structure. The successful candidate will be expected to work closely with stakeholders developers DBAs and vendor partners to deliver IT solutions for both internal users and citizens of the Commonwealth.
This role requires strong experience in project scheduling risk and scope management budget oversight and ensuring projects comply with Commonwealth policies including VITA PMD standards for projects over $1M.
Manage software development and infrastructure projects using Agile and Waterfall methodologies
Create and maintain project plans risk assessments communication plans and governance documents
Use Azure DevOps and/or Microsoft Project to manage work breakdown structures milestones and resource assignments
Provide detailed and consistent project schedules budget forecasts and progress reports
Update the VITA PlanView system for project governance and ensure projects meet state documentation standards
Lead and coordinate crossfunctional teams of inhouse staff and vendor resources
Identify changes to scope budget or timeline communicate risks and adjust plans accordingly
Provide regular updates to IS management and stakeholders on project health and deliverables
Ensure adherence to Commonwealth security standards IT policies and procedural documentation
8 years as a Project Manager in IT environments
8 years seniorlevel experience with Agile and Waterfall methodologies
6 years working with PMBOK or similar frameworks
5 years managing software development initiatives
Strong experience in scope budget and risk management
Active PMP certification or VITA PMD Project Manager Qualification (Level 1 4 Required
Excellent verbal and written communication skills; ability to communicate with technical and nontechnical stakeholders
Capable of producing project schedules risk plans budgets and comprehensive documentation
Experience with Azure DevOps or JIRA
Prior experience working within Virginia state government or Commonwealth of Virginia project environments
