JOB SUMMARY
Directs and manages an HR team that performs the daytoday HR operations while performing highlevel strategic and leadership responsibilities for the agency. Subject matter expert for anything related to HR while being a decisionmaking member of the executive team for the agency. Fosters a culture of engagement among all employees.
MINIMUM QUALIFICATIONS
Bachelors degree from an accredited college or university in Human Resource Management or other closely related field plus five 5 years of related experience; OR an equivalent combination of related education and experience.
Preference may be given to those with supervisory experience.
Preference may be given to applicants with current Professional Human Resources certificates.
Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Performs business unit strategic and leadership responsibilities while managing an HR team that performs the daytoday HR operations for the agency.
- Manages all HR functions for the agency and is considered the subject matter expert for anything related to HR while being a contributing member of the agency executive team.
- Develops short and longterm agency Human Resources plans goals and objectives. Supports County Human Resources strategic plans projects goals and objectives.
- Prepares administers and monitors program budgets.
- Supervises assigned HR staff which includes hiring orienting training assigning and reviewing work performance annual performance appraisal and discipline.
- Oversees the development and of the educational training of the division through the coordination and supervision of the agencys education department.
- Develops implements interprets and revises agency policies and procedures as needed. Provides consultation and support regarding County Human Resources policies and procedures.
- Strategizes HR needs for multiple locations and builds relationships with managers and supervisors.
- Partners strategically with leadership legal finance and operations to align HR initiatives with business objectives and goals. Maintains strong business literacy about the agencys financial cultural and competitive landscape.
- Reviews and contributes to all reclassifications and reorganizations and determines if they will be submitted to County HR.
- Provides statistical personnel information to the executive team through data analytics utilizing queries and reports.
- Monitors the performance management process for the agency. Provides guidance to supervisory staff and employees on the key concepts of performance management to ensure consistency within the agency.
- Collaborates with the County HR team on HR matters and investigations of escalated allegations and may represent the agency at personnelrelated hearings and investigations.
- Manages the agencys response to employee grievances and appeals. Supports County Human Resources within Career Service Council proceedings.
- Oversees and/or conducts investigations. Provides guidance on lowerlevel investigations to ensure consistency in the investigation process data collection documentation and final reports.
