Program Management Analyst

This Job requires an active SECRETsecurity clearance and US Citizenship to be considered.

Were seeking a Program Management Specialist to provide expertlevel support on international economic and environmental programs within the U.S. Department of States Bureau of Oceans and International Environmental and Scientific Affairs (OES). In this role youll manage and coordinate federal assistance awards draft critical documentation support strategic planning and ensure compliance with federal regulations. Compensation & Benefits:

Estimated Starting Salary Range for Program Management Analyst: $133093.58

Pay commensurate with experience.

Program Management Analyst Responsibilities Include:

  • Provides expert advice on OES initiatives in support of overall program implementation of Economic Support Funds in targeted fiscal years and in support for specialized diplomatic initiatives as needed.
  • Advises program offices with the development of InterAgency Agreements (IAAs) grants and cooperative agreements voluntary contributions andletter grants.
  • Serves as the focal point for preaward through award closeout issues

affecting and impacting OES operations and other assigned OES programs.

  • Supports documentation are completed of all federal assistance awards and amendment submissions for substance conformance with instructions completeness and compliance with federal regulations.
  • Drafts and reviews action memos solicitation letters congressional notifications Notice of Funding Opportunities Open CompetitionExemptions and other required documentation to ensure federal and OES requirements are met.
  • Launches and coordinates Notice of Funding Opportunities in SAMS domestic and ensuring federal regulation and program requirements are met.
  • Coordinates panel reviews with grant officer representatives and help facilitate panel reviews of proposals. Supports the program office by

ensuring the panel minutes are accurate and that panel recommendations are reflected in a decision memo approved by the Office Director.

  • Analyze and recommend changes in scope of work for grants cooperative agreements and interagency agreement ensuring programs are sound and feasible before launching it in SAMS domestic for Grants Officer review.
  • Coordinates with the budget analyst in the generation of fiscal data and requisitions.
  • Participates with the grants officer and the Global change staff as well as staff from other technical offices in kickoff meetings to orient new grantees to highlight roles and responsibilities in the administration of these grants and cooperative agreements and interagency agreements.
  • Assists with budget coordination during the strategic planning processes affecting global change programs and other programs as needed.
  • Serves as the point of contact and source of information for program coordination and expert advice regarding strategic planning funding allocation and program implementation for OES as needed.
  • Review amendment awards and provides recommendations to amendments and closeout requests to ensure sound management of implementation and administration of agreements.
  • Provide fiscal and reporting monitoring.
  • Provides overall monitoring and coordination
  • Performs other jobrelated duties as assigned

Program Management Analyst Experience Education Skills Abilities requested:

Education

  • Bachelors Degree in a related field or an equivalent combination of education and experience

Required

  • Secret security clearance
  • 23 years of experience in program management foreign assistance programs or financial oversight.
  • Experience managing multiple projects tracking deadlines and ensuring compliance.
  • Experience in program administration operating procedures oversight and monitoring.

Preferred

  • Experience providing expertlevel support within the U.S. Department of States Bureau of Oceans and International Environmental and Scientific Affairs (OES).
  • Experience advising program offices with the development of InterAgency Agreements (IAAs) regarding grants and cooperative agreements voluntary contributions andletter grants.
  • Experience drafting/reviewing action memos solicitation letters congressional notifications Notice of Funding Opportunities and Open CompetitionExemptions.
  • Experience analyzing and recommending changes in scope of work for grants cooperative agreements and interagency agreement ensuring programs.
  • Familiarity or direct experience in working for U.S. foreign affairs agencies and/or international organizations.
  • Demonstrated ability to develop professional working relationships with officers throughout the StateDepartment and with the foreign policy community.

Technical Skills

  • Experience in budgeting and financial reporting.
  • Ability to conduct data analysis and program evaluation.
  • Good computer computer networks and data base skills.
  • Good facility with standard software including the complete Microsoft Office Suite (Word Excel Access PowerPoint SharePoint) and an ability to learn and work with other software as well as database applications.

Soft Skills

  • Ability to work independently with minimal supervision and multitask in a high volume fastpace work environment.
  • Excellent ability to interact with complex environments and have a flexible teamoriented approach to work.
  • Excellent ability to build and maintain strong working relationships with colleagues.
  • Excellent written and oral communication skills in English to prepare and present analysis to defend recommendations and proposals for supervisors decision and participate in meetings and discussions.
  • Excellent organizational skills and multitasking abilities.

  • 100 Onsite work requirement
  • International travel expected 45 times per year up to one week at a time.
