General Summary:

Harris County received direct allocations of $1 billion in federal funds via the American Rescue Plan Act (ARPA). To accelerate recovery from the COVID19 pandemic Commissioners Court has prioritized investing these funds in Health Housing Jobs & Education County Operations and Justice & Safety. The Manager ARPA PMO Finance position will support the administration forecasting and budgeting processes of projects funded by ARPA and contribute to overall program management across associated working groups and other County departments. The Manager ARPA PMO Finance position will also work closely with the Office of County Administrations Director Grants & Partnership; Director ARPA PMO; Manager ARPA PMO; Compliance Manager ARPA PMO; and ARPA PMO Portfolio Managers.


Duties & Responsibilities:

  • Maintain and update budgets of ARPAfunded programs manage the submission and review of quarterly financial forecasts for 80 programs and assist in the development of strategic plans in conjunction with department leadership.
  • Track financial forecasts vs. expenditures and work with Departments to meet the expenditure deadline of December 2026.
  • Monitor related legislation and ongoing guidance from federal departments
  • Prepare regulatory financial reporting and ensure compliance deadlines are met including the quarterly financial reporting to the US Department of the Treasury.
  • Responsible for providing timely and accurate financial reports to upper management portfolio managers and departments as needed. This includes generating adhoc reports interpreting financial data and offering actionable recommendations to support decision making and strategic planning.
  • Support the ARPA County Operations and Justice & Safety Portfolios by assisting with financial planning and analysis. This includes collaborating with the Portfolio Manager and other Program Leads in ensuring accurate budget management and financial reporting.
  • Assist with the development of updated budgets and timelines for ARPA funded projects through the project lifecycle.
  • Support ARPA PMO or business office functions and deliverables as needed.

Knowledge Skills & Abilities:

  • Excellent communication skills including presentation grammar and writing skills

  • Ability to work quickly flexibly and accurately to meet deadlines

  • Stakeholder management including engagement across internal departments thirdparty consultants outside experts and community partners

  • Strong analytical skills to interpret large sets of financial data draw insights and help assist with data driven decisions

  • Skill in the use of Microsoft Excel PeopleSoft Power BI and other computerbased data information systems is strongly preferred
