Harris County Public Library (HCPL) History

The Harris County Public Library (HCPL) system established in 1921 began as a collection of smalllibraries located in stores post offices and private homes. Over the years it has grown into a robustnetwork comprising 26 branch libraries two technology service centers and two partner locationsthat provide collection and circulation services. What you will do at Harris County Public Library:

Reporting to the Branch Manager Volunteer Coordinator II is responsible for planning developingcoordinating and implementing a comprehensive volunteer program. This role encompassesmanaging all aspects of the librarys volunteer program including recruitment training placementretention and recognition of volunteers. The Volunteer Coordinator II establishes proceduresmaintains accurate records ensures compliance with policies and collaborates with staff to identifyand create meaningful volunteer opportunities. Additionally the position oversees marketing effortsto promote the program builds partnerships within the community and acts as the primary liaisonbetween volunteers and library staff to ensure effective communication and support.

Duties & Responsibilities:

  • Manage the full volunteer lifecycle including recruitment engagement retention anddeactivation
  • Develop and implement procedures for onboarding utilizing and releasing volunteers
  • Conduct interviews with volunteer applicants to evaluate their qualifications and compatibilitywith specific roles and refer them to the appropriate department staff for placement
  • Administer and ensure all necessary background checks are conducted for all HCPLwide volunteersin compliance with Harris County and HCPL guidelines
  • Administer the librarys marketing and social media platforms to showcase volunteer activitieshighlight upcoming events and promote branch updates
  • Provide ongoing training and resources to ensure volunteers are wellprepared for their roles
  • Create and deliver a volunteer training program aligned with the HCPL Mission and Core Values
  • Establish policies procedures and priorities to align volunteer services within HCPLorganizational goals
  • Maintain a comprehensive database of volunteer information including skills records andactivity logs
  • Lead and participate in community meetings to build relationships and advocate for the volunteerprogram
  • Collaborate with community partners to enhance program visibility and recruit volunteers
  • Advocate for volunteer services and address any issues that arise
  • Plan and implement recognition activities that recognize the contribution of volunteers to theorganization
  • Create and maintain tracking reports to evaluate volunteer participation measure engagementlevels and assess the overall effectiveness of the volunteer program
  • Serve as the primary liaison between volunteers and HCPL staff ensuring clear communication andpositive relationships
  • Attend seminars and training sessions to stay informed on best practices in volunteer managementand community engagement

Requirements

Education:

Experience:
  • Two 2 years of fulltime customer service experience showing empathy good communication andproblemsolving.
  • Two 2 years of fulltime experience designing planning and making educational activities forchildren and adults in a learning or programming environment.
Knowledge Skills & Abilities:
  • Knowledge of computer technology including Word Processing and Spreadsheets
  • Knowledge of office and business procedures County policies rules and regulations
  • Knowledge of designing implementing and evaluating volunteer programs to align with
    organizational goals
  • Understanding best practices for recruiting training supervising and retaining volunteers
  • Proficiency in managing multiple tasks setting priorities and maintaining accurate records
  • Ability to use digital tools and platforms to manage volunteer programs and promote outreach
    initiatives
  • Ability to effectively convey information build rapport and resolve conflicts
  • Ability to work independently and with a group
  • Ability to exercise sound judgment and professionalism while interacting with both internal and
    external customers

Work Environment and Physical Demands:
  • This job typically operates in a professional office environment with overhead lighting and long periods of screen time.
  • Daily use of a computer keyboard copier scanner printer calculator phone (desk and cell).
  • Daily use of software programs including Microsoft Office Suite Outlook Word Excel and GPS.
  • At times work may be performed in an outdoor environment and may have possible exposure to inclement weather or various temperature changes.
  • Driving: Available and reliable transportation for workrelated duties.
  • Sitting for long periods; light physical activity that may include walking standing stooping bending reaching lifting and carrying.
  • Ability to lift carry and exert up to 25 pounds. Occasionally lifts carries and exerts up to 40 pounds.
