Job Description

General Purpose

This position is responsible for carrying out routine minimum housing code inspections in rental units as well as investigation and enforcement for violations of Burlington City ordinances and health and environmental regulations throughout the City of Burlington.

Pay Grade 16:$29.59 $32.98 Hourly
Remote Tier 2: Up to one1 day remote/month

Essential Job Functions

  • Conduct inspections of rental properties assess compliance with minimum housing codes prepare documentation of findings prepare letters and orders directing compliance with minimum housing standards.
  • Conduct complaint and patrol inspections to determine compliance with a variety of Burlington ordinances including but not limited to: exterior property violations; zoning violations; and violations of environmental or health and safety regulations. Should alert colleagues within Permitting & Inspections of potential building and/or zoning code violations if discovered or suspected.
  • Conduct appropriate followup activities in a timely manner to ensure abatement and removal of violations within jurisdiction per office protocols.
  • Issue clear instructions letters orders tickets fines and penalties per office protocols.
  • Prepare affidavits and other documents and appear as a witness in legal proceedings associated with rental housing.
  • Conduct inspections and record results for Zoning permit certificates of occupancy as needed.
  • Serve as Deputy Health Officer. Conduct investigation of health complaints and carry out enforcement actions under the direction of the Health Officer or Permitting & Inspections Director.
  • Provide consistent documentation of inspection and investigation findings in City property database per office standards.
  • Participate in jobrelated trainings and certification programs.

Qualifications/Basic Job Requirements

  • Ability to actively support City diversity equity and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.

  • High School Diploma or equivalent required.
  • Ability to facilitate cooperation and timely compliance on the part of property owners and tenants.
  • Knowledge of City ordinances including the minimum housing standards.
  • Knowledge of health safety and environmental regulations
  • Knowledge of basic plumbing wiring and building systems and codes.
  • Basic computer skills and ability to learn and utilize software for documentation of inspection and investigation results. Familiarity with email word processing and database systems.
  • Knowledge of social welfare systems landlord/tenant laws related government agencies and property management methods.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to communicate diplomatically with a diverse public.
  • Ability to conduct thorough investigations in a timely manner thoughtfully weigh multiple and often competing factors and take decisive action to protect health safety and community standards often under pressure.
  • Ability to discern priorities in cases requiring immediate action and to make decisions concerning building safety environmental hazards and other unsafe conditions.
  • Ability to work effectively in a self directed work team environment.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards safety rules and personnel policies
