GIS OPERATIONS PROGRAM MANAGER

New York City Emergency Management (NYCEM) helps New Yorkers before during and after emergencies through preparedness education and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise including individuals assigned from other City agencies.

The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM) Information Technology (IT) Support Services and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.
The Geographic Information Systems (GIS) unit produces reliable locationbased information through the integration analysis and visualization of essential data distributed in the form of maps datasets summary metrics and associated applications.

NYCEM has an exciting opportunity for a motivated GIS Operations Program Manager to join the Geographic Information Systems (GIS) Division at New York City Emergency Management (NYCEM).

Under the supervision of the Director of GIS Operations the selected applicant will be a GIS Operations Program Manager working to build maintain and support geospatial data systems used for analysis and visualization of geospatial information to aid the work of the agencys executive planning and operations staff. The GIS Operations Program Manager will work as part of the GIS Operations & Research team and will be responsible for geospatial systems administration development development operations systems maintenance and support. In addition the selected applicant will:

Deploy and Administer Esri Enterprise desktop and field platforms.
Assist with cloud migration and hosting of geospatial data systems and applications.
Develop and customize applications dashboards and experiences in Esri Enterprise and ArcGIS Online.
Develop and administer secure cloudhosted geospatial data platforms and applications.
Support GIS staff and agency users with the development and deployment of geospatial data and related tools.
Assist in the management of the GIS knowledge base including documentation of Division standard operating procedures for routine and complex incidents.

**PLEASE NOTE THE FOLLOWING:

The selected candidate will be assigned to an oncall Emergency Operations Center (EOC) team and will be expected to work nonbusiness hours during some emergencies. These nonbusiness hours include nights weekends holidays and extended week hours outside of a 9AM5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the oncall EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time with six weeks off in between.

Funding This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension.

Candidates must be authorized to work in the United States without employer support to be eligible for selection.

The selected candidate will be required to be in person in the office location three days per week with exceptions for extenuating circumstances.

PREFERRED SKILLS

Experience with geospatial data systems including but not limited to Esri Mapbox Carto PostGIS GDAL GeoPandas ogr2ogr
Experience with data analytics scripting languages including but not limited to Python R SQL JavaScript
Experience with Esri cloud (ArcGIS Online) and desktop products (ArcGIS Pro)
Demonstrated experience building and/or maintaining geospatial data and applications
Demonstrated skills and experience with geospatial application development DevOps geospatial data engineering geospatial data science
Familiarity with SharePoint MS Power Platform and Microsoft 365 products
Experience with HTML CSS and/or PHP is a plus
Ability to thrive in an agile fastpaced mapping and data management environment
Demonstrated experience working with technical and nontechnical staff
Familiarity with NYC data sets and geocoding processes
Ability to identify the needs of end users and communicate possible solutions to them
Strong organizational and project management skills
Ability to handle multiple projects simultaneously under tight deadlines
Ability to collaborate effectively within a team environment

Qualifications :

1. A fouryear high school diploma or its educational equivalent approved by a states department of education or a recognized accrediting organization and six years of satisfactory fulltime professional experience in one or a combination of the following: emergency management fire police or military service public safety public health public administration urban planning engineering or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in 1 above; or

3. A masters degree from an accredited college in emergency management public administration urban planning engineering economics political science the physical sciences or related field and one year of satisfactory fulltime professional experience in the areas listed 1 above at least two years of which must have been in one of those areas or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must have a fouryear high school diploma or its educational equivalent.

Special Note:
To be eligible for placement in Assignment Level II individuals must have after meeting the minimum requirements one additional year of professional experience as described in 1 above.
