Position Details:

Summary of Duties:

The Division of Governmental Studies and Services DGSSis a university research and outreach unit jointly supported by the College of Arts and Sciences and Washington State UniversityWSU)Extension. It provides applied social science research technical assistance and training to government agencies and select nonprofit entities in Washington and the Pacific Northwest region.

This position is responsible for the daily administrative operations ofDGSS. This includes planning coordinating and managing the administrative personnel business and fiscal functions ofDGSS. As a key member of theDGSSadministrative team theDGSSOperations Manager collaborates with theDGSSDirector and Associate Director in short and longterm planning for the unit. The position requires the exercise of independent judgement decisionmaking initiative and discretion in performing all duties. This position acts as the administrative contact often on complex and confidential issues for internal and external constituencies including local state tribal and federal offices. These constituencies fluctuate depending on the current project load of the unit.

Additionally this position provides support as needed and specified in operating agreements for theWSUExtension Community and Economic Development CED Program Unit. This involves providing support to statewide Extension faculty and staff as necessary.

Fiscal Management

Work as a key member of DGSS (Division of Governmental Studies and Services) management and act as primary fiscal lead to oversee contract MOU (memorandum of understanding) and grant preparation and coordination subcontract proposals and amendments budget management expenditure control and fiscal reporting.

Manage financial activities including allocations deposits journal entries fund transfers purchasing accounts payable payroll budget projections and comparisons budget reconciliation grant and contract processing and reporting activities.

Work with Director to develop implement and monitor budgets and budget estimates for DGSS (Division of Governmental Studies and Services) activities funded by state grants contracts development activities and other revenue sources.

Establish short and longterm fiscal plans and goals and recommend courses of action.

Oversee and assist faculty and staff in the preparation and submission of grant and contract proposals. Maintain system to process implement report and close grants and contracts through their full lifecycles.

Manage process and approve Effort Certifications for DGSS (Division of Governmental Studies and Services) faculty.

Prepare and provide financial reports on all DGSS (Division of Governmental Studies and Services) state federal facilities & administration (F&A) and selfsustaining accounts for DGSS (Division of Governmental Studies and Services) and CED (Community & Economic Development) leadership.

Process maintain and reconcile purchasing and travel records and forms. Maintain records for Centers Central Travel Account (CTA) and Purchasing Card (Procurement Card) activities and accounts.

Provide backup financial support to WSU (Washington State University) Extension CED (Community & Economic Development) and its other specialty centers.

Operations and Personnel

Act as a key member to direct administrative operations for DGSS (Division of Governmental Studies and Services). Assist in the oversight of the daytoday operations of DGSS (Division of Governmental Studies and Services).

Interpret counsel implement and ensure compliance with WSU (Washington State University) policies and procedures.

Assist the Director and Associate Director with problem solving and both short and longterm planning.

Prepare and maintain administrative and business reports and records. Design and maintain electronic and paper records management systems and spreadsheet and databases.

Process personnel requests for all appointments and separations/retirements needed to carry out the activities of DGSS (Division of Governmental Studies and Services) and affiliated and adhere to deadlines.

Work closely with the DGSS (Division of Governmental Studies and Services) staff to manage salary and wage allocations and distributions across grants.

Review bimonthly payroll report for accuracy troubleshoot and correct errors as needed.

Supervise interview hire assign train evaluate and discipline civil service hourly and student employees in collaboration with the Director and with the Associate Director as needed.

Track DGSS (Division of Governmental Studies and Services) business assets.

Manage and update DGSS (Division of Governmental Studies and Services) website and develop marketing materials.

Provide backup operations and personnel support to WSU (Washington State University) Extension CED (Community & Economic Development) and its other specialty centers.


Required Qualifications:

  • A Bachelors degree in a programrelated area and four 4 years of progressively responsible work in the program specialty which has included at least two 2 years of supervisory experience. Any combination of relevant education and experience may be substituted for the educational requirement on a yearforyear basis.

  • Knowledge Skill and demonstrated Ability in computer applications including Microsoft Word and Excel and equivalents.

  • Knowledge of basic accounting principles and procedures.

Preferred Qualifications:

  • Knowledge Skill and Ability in using the universitys Workday system.

  • Experience in working with the Office of Research Support and Operations CAHNRS Grants and Sponsored Program Services on grant applications and budget preparation and maintenance.

  • Experience supervising full and parttime employees.

  • Experience interpreting laws and regulations as they apply to intergovernmental contracts and research projects.

  • Experience and skill in preparing cost projections for grant applications.

Additional Information:


This is a full time 100 FTE) permanent position. This position is overtime eligible.

Monthly Salary: $4061.90 $5077.36 Commensurate with experience and qualifications

In accordance with RCW 49.58.110 the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidates current experience education skills and abilities related to the position.
