The Department of Neighborhood and Community Services is seeking a highly skilled and strategic leader to serve as the Manager of the Office of Homeless Services. This role is pivotal in shaping and driving the City of Richmonds efforts to mitigate homelessness through policy development strategic leadership and crosssector collaboration.
The Manager will be responsible for refining and executing the City of Richmonds Strategic Plan to Mitigate Homelessnessand implementing innovative evidencebased strategies to reduce and prevent homelessness. This role requires a visionary leader who can align policy funding and partnerships to create sustainable solutions that improve outcomes for individuals and families experiencing housing instability.
The Manager of the Office of Homeless Services will work across City Departments and in close coordination with homeless services providers community stakeholders and regional and state partners.
This position reports to the Director of the Department of Neighborhood and Community Services.
Qualifications:
We are seeking a dynamic missiondriven professional who can drive policy programs and partnerships that transform Richmonds approach to homelessness mitigation.
Knowledge Skills and Abilities:
The ideal candidate will possess the following:
Minimum Training and Experience:
Masters Degree strongly preferred in Social Work Public Administration Urban Planning Human Services or a related field (Bachelors required).
At least 5 years of experience managing and supervising a team
At least 5 years of experience in homelessness services housing programs human services or social impact initiatives.
Proven success in leading multiagency collaborations funding strategy and public policy efforts.

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts electrical currents vibrations etc.; atmospheric conditions such as fumes odors dusts gases and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people imminent danger and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to see hear and talk. The employee is frequently required to walk; and occasionally required to stoop; kneel; reach extending hands and arms in any direction; stand; push; lift objects from a lower to a higher position; move objects horizontally from positiontoposition; grasp; and feel. In terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
