Duties and Responsibilities


  • **Strategically lead and collaborate on all data work for Hawaii P20 Partnerships for Education helping to inform strategy and analyze progress and challenges through data reporting reports visualizations and analysis.
  • **Proactively and reactively provide relevant data to partners through reports dashboards and visualizations to inform Hawaii P20 strategy and partner information needs. Maintain a public website to provide information reports dashboards that reflect student outcomes.
  • **Prioritize and establish a predictable and annual reporting agenda for statewide crossagency reports of interest that longitudinally track students progress through the education to workforce pipeline.
  • **Oversee and manage data sharing among state agencies for the states education to workforce longitudinal data system in accordance with relevant statutes and regulations.
  • As appropriate expand data sharing and collaboration with partners in accordance with relevant statutes and regulations.
  • **Serve as the subject matter expert on statewide and crossagency reporting and data source systems including the Hawaii State Department of Education early childhood workforce and the University of Hawaii.
  • Direct the planning development and documentation of the education to workforce data warehouse to ensure data system responsiveness to crossagency reporting/information needs.
  • Oversee data governance for the Hawaii Data Exchange Partnership.
  • Other duties as assigned.

Minimum Qualifications
  1. Possession of a bachelors degree in educational psychology psychology educational administration business administration or related field with coursework in statistics research methods tests and measurements or related subject areas and 5 years of progressively responsible professional experience with responsibilities for administrative and program research analysis; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts principles and methodologies of the assigned area of evaluation research and data analysis and the ability to apply these methods and techniques to a diverse range of data and administrative systems and processes.
  3. Comprehensive knowledge and understanding of a wide range of principles theories federal and state laws and systems associated with academic research analyses and individual/educational confidentiality and privacy relative to state and/or private agencies.
  4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving and apply creative thinking to resolve problems in new and unprecedented approaches.
  5. Demonstrated written and verbal competence in presenting ideas concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Demonstrated ability to implement appropriate research designs use applicable research methods analyze results document findings to clearly and concisely report results.
  10. Demonstrated ability to utilize a personal computer and apply software to create graphics word processing and databases.
  11. Considerable working knowledge of the design creation and updating of data visualizations which illustrate information clearly and concisely in order to present important/relevant findings.
  12. Working knowledge and understanding of the technical development and maintenance of a data warehouse.
  13. Ability to do detailed and accurate work.

Desirable Qualifications

  1. Possession of a Masters degree in educational psychology psychology educational administration or related field with coursework in statistics quantitative methods research methods tests and measurements or related subject areas.
  2. Demonstrated experience with analyses utilizing higher education unemployment insurance/workforce data or K12 education data.
  3. Demonstrated experience with producing crossagency reports on student/individual outcomes.
  4. Demonstrated knowledge of curricular student learning outcomes or studentbased services that influence student matriculation towards diploma and/or degree requirements.
  5. Familiarity with individual level data from a Hawaii early childhood setting Hawaii Department of Education Hawaii Department of Labor and Industrial Relations and/or University of Hawaii.
