Job Description

JOB TITLE: Parking Control Technician
DEPARTMENT: Police
DIVISION: Patrol
SALARY: Negotiable
CLOSING DATE: Posted until filled


Job Summary/ Scope:

The Parking Control Technician (PCT) will play a vital role in the enforcement of parking regulations citywide supporting the Traffic unit within the Patrol Division. This position is fulltime and will generally operate during business hours Monday through Friday however may involve occasional weekend duty assignments as needed for special event(s). This role involves patrolling designated areas issuing parking citations tagging and towing vehicles and responding to citizen concerns. While the position does not involve law enforcement powers it requires strong communication skills attention to detail and the ability to manage interactions with the public in a professional manner.

Essential Duties and Responsibilities


  • Patrols assigned areas citywide and enforces parking regulations in accordance with City ordinances.
  • Responds to complaints from citizens concerning parking violations citywide.
  • Supports the Patrol Division with enforcement work as directed by the Traffic Unit Supervisor or Patrol Command Staff.
  • Issues citations to violators using a ticket book or computer ticketing equipment.
  • Monitors cars parked longterm to be tagged for towing.
  • Tows vehicles that violate parking regulations.
  • Assists the public with directions locations and information.
  • Testify in court for unpaid/disputed parking tickets.
  • Reports on unsafe traffic conditions such as missing or defaced regulatory signs and hazardous obstructions to pedestrians or motor vehicles

Other Duties and Responsibilities:
Performs all other related duties as assigned.

Required (Essential) Knowledge Skills and Abilities
  • Ability to drive a motorized vehicle and have a valid drivers license.
  • Ability to carry out and complete written and oral instructions
  • Ability to effectively prioritize and manage time in a manner that allows for the completion of job duties efficiently and within required schedules.
  • Ability to maintain confidential information
  • Skills in human relations to address difficult or angry people using conflict resolution tools.
  • Skills to effectively operate ticketwriting equipment.
  • Knowledge of City parking ordinances and departmental policies and procedures.
  • Must be able to obtain and maintain the Missouri Uniform Law Enforcement Systems (MULES) inquiry certification.
  • Must be able to pass a Criminal Background Check
Materials and Equipment Directly Used

Uses a variety of equipment including computer ticket issuing equipment. Operates a light truck or other motorized vehicle daily.

Working Environment/Physical Requirements

Work is conducted in a vehicle and on foot during inclement weather. Work is performed under a wide range of conditions including an outdoor setting with extreme hot and cold conditions. Work involves walking bending reaching and stooping. Occasionally lifts objects weighing less than 40 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested and approved by the appropriate supervisor.

Education
High school diploma or GED.

Passing of a drug screening required prior to appointment.
