Job Description

Introduction

MDEM is looking for a diligent detailoriented individual who is excited about making Maryland a safer place to live and workby assisting with the Maryland 911 Board.

MDEMs mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Marylandscommunities and partners. MDEM is the department of State government with primary responsibility and authority for emergencypreparedness policy and for coordinating hazard mitigation incident response and disaster recovery. MDEM is a national leaderin Emergency Management that provides Maryland residents organizations and emergency management partners with expert informationprogrammatic activities and leadership in the delivery of financial technical and physical resources to shape a resilient Maryland wherecommunities thrive. We do this by being Marylands designated source of official risk reduction and consequence management information.

NOTE: This position operates within an oncall rotating schedule according to assignment within the State Emergency OperationsCenter (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12hour shifts extended periodsof time in support of 24hour consequence management activities.

Main Purpose of Job

An Accountant I is the intermediate level of work examining analyzing and interpretingaccounting systems records and reports by applying generally accepted accountingprinciples to modify and maintain agency accounting systems prepare financial reports orstatements and give fiscal advice to management. This position receives general supervisionfrom an Accountant II or Accountant Supervisor.

The main purpose of this position is to assure accurate and timely accounting related to theprocessing of the counties share of the Maryland 911 fees.

This position may be responsible for the Departments accounts payable and accountsreceivable functions. This includes invoice processing expenditure analysis and control andverification in support of the Maryland 911 Board.

The Maryland Department of Emergency Management (MDEM) has primary responsibilityand authority for emergency preparedness policy coordinating statewide hazard mitigationincident response and disaster recovery. This position is an Emergency EssentialEmployee.

POSITION DUTIES

Cost Accounting;

Perform all accounts payable and receivable services for the Maryland 911 Board;

Modifies and implements manual and automated fiscal systems;

Conducts the annual fiscal yearend closeout;

Process payments of account payables using the States automated fiscal programs;

other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree in Accounting from an accredited college or university including or supplemented by three credit hours in auditing.

Experience: One year of experience examining analyzing and interpreting accounting systems records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelors degree from an accredited college or university with thirty credit hours in Accounting and related courses including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Masters degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a yearforyear basis for the required experience and education.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Not Applicable.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25 of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75 of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
