What Youll Do
As the Disbursements Manager you will be responsible for managing the resources and processes of all disbursements for the Pantex Plant. This position will be responsible for Accounts Payable Travel Relocation and Payroll. This will include management of approximately 10 staff members. It will also include maintaining subsidiary accounting records and providing/reconciling summary accounting data.
You will provide technical leadership as well as problem solving and project management skills. In addition to effective communication with staff members the manager must effectively interface on a daily basis with employees management vendors DOENAMB and DOE Headquarter representatives and a variety of independent audit groups. Position must judge staff abilities and assign tasks appropriately as well as motivate and train staff to reach their performancegoals while handling the unplanned tasks that arise daily through their interaction with many interface groups.
Major Duties and Responsibilities
Functional:
- Assign and manage workloads to ensure that all disbursements are made timely and accurately applying applicable policies and procedures to all payment types (AP travel relocation payroll etc..
- Direct changes in methods or procedures to improve the efficiency of the processes working closely with the SAP systems team.
- Develop maintain implement and communicate all policies procedures flowcharts FMA process controls ensuring applicable DEAR FAR FTR Federal and State Law accounting requirements and DOE/NNSA Contract requirements are identified and documented.
- Resolve payment and/or allowability issues with employees and vendors.
- Reconcile assigned disbursement General Ledger Accounts monthly.
- Research and compile monthly metrics on all improper payments.
- Team with STR coordinator to ensure proper training of accrual performance is available to all STRs.
Organizational:
- Provide staff with technical leadership work direction and oversight.
- Provide performance criteria and feedback to management and staff.
- Represent both contractor and government with the various interface groups.

Minimum Job Requirements
- Bachelors degree in Accounting Finance or related field with a minimum of 7 years experience. Minimum 3years of supervisor experience.
- Fifteen or more years of education and/or relevant experience may be considered to satisfy educational and yearsofexperience requirements for this posting. Minimum 3years of supervisor experience.
- Requires a broad and thorough technical knowledge of SAP accounts payable travel relocation and payroll.
- Applicants with a high school diploma or equivalent may be considered on an exceptional basis with 15or more years of relevant experience.
Preferred Job Requirements
- Masters degree in related field.
- Ability to motivate and lead team to successfully meet objectives.
- Possess excellent problem solving skills with a recognized ability to manage and complete projects to the highest standard.
