The Federal Grants Accountant is a highly specialized role within the Department of Health and Human Services (DHHS) responsible for managing and reconciling complex federal grant awards across multiple divisions and programs. This position ensures compliance with federal regulations by coordinating grant drawdowns preparing federal financial reports analyzing fund balances and reviewing indirect costs. The role requires deep knowledge of governmental accounting principles strong attention to detail and experience with multiyear multisource funding streams.

This position plays a vital role in producing reports used by DHHS leadership the Office of the State Controller (OSC) the Office of State Budget and Management (OSBM) and the North Carolina General Assembly. Key responsibilities include managing grant reconciliations compliance with the Cash Management Improvement Act (CMIA) and preparation of financial reports such as the Annual Comprehensive Financial Report (ACFR) and the Schedule of Expenditures of Federal Assistance (SEFA). The position also provides technical assistance to budget and program staff and performs highlevel financial analysis that influences strategic funding decisions statewide.

Key Duties Include:
  • Manage federal grant accounting activities including fund drawdowns expenditure reporting reconciliation and indirect cost tracking.

  • Prepare quarterly and annual federal reports such as the ACFR SEFA and Federal 425 Cash Management Reports.

  • Reconcile grant awards and expenditures monthly across multiple divisions cost centers and programs.

  • Review drawdown requests to ensure proper coding availability of funds and correct use of Letters of Credit.

  • Analyze administration caps and ensure departmental spending remains within allowable federal limits.

  • Coordinate quarterly grant inventories and communicate with divisions to promote timely and full utilization of available federal funds.

  • Track block grant funding including carryforward amounts and coordinate with divisions to develop expenditure crosswalks that align with state and federal requirements.

  • Complete monthly CMIA reports ensuring accurate federal fund drawdowns and compliance with U.S. Treasury guidelines.

  • Assist with preparation of the states ACFR including journal entries and accrual adjustments.

  • Conduct grant audits and compliance checks to identify discrepancies and make necessary corrections.
