Summary Statement

This position supports the Delaware Public Service Commissions Pipeline Safety Inspection Program. The primary duties of this position are inspecting the operations (procedures and records) and construction activities of jurisdictional gas pipeline operators in the State of Delaware to ensure compliance with federal state and Commission Pipeline Safety and Underground Utility Damage Prevention rules and regulations. Much time will be spent out of the office using provided state vehicles to travel to these inspection sites. However prior to conducting independent inspections there is considerable training that must be undertaken. This training is paid for by USDOT PHMSA. Most of this training takes place at the USDOT PHMSA Training and Qualifications Center Oklahoma City OK and each course lasts up to oneweek in duration. There are Web based training (WBT) prerequisite courses and six 6 basic gas inspector courses that must be successfully completed within the first three years of employment (or a six month Bootcamp). Beyond that there will be specialized courses that must be taken to progress to advanced gas inspector and these are also held in Oklahoma City OK. There are approximately 27 Operators with 134 inspection units in Delaware plus pipeline construction sites. The federal program requires States to spend a minimum of 85 Inspection PersonDays per year per inspector inspecting these inspection units and various pipeline construction sites around the state. Our inspections are based on Title 49 Code of Federal Regulations Part 192 Transportation of Natural and Other Gas by Pipeline and an Administrative Code section of Delaware Code. Pipeline Safety and Underground Utility Damage Prevention violations can result in levies of fines utilizing Warning letters Notices of Probable Violations (NOPVs) Consent Agreements and Consent Orders with final Public Service Commission approval all to enhance Public Safety.

Essential Functions

  • Drafts develops and modifies engineering designs plans and specifications.
  • Reviews permit applications blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies surveys research and development projects inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials equipment systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

JOB REQUIREMENTS for Engineer I
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree (or have an anticipated graduation date within 9 months)in Civil Mechanical Electrical or Petroleum Engineering or official notice of passing the Fundamentals of Engineering (FE) examinationin Civil Mechanical Electrical or Petroleum Engineeringadministered by the National Council of Examiners for Engineering and Surveying (NCEES).

JOB REQUIREMENTS for Engineer II
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

1. Possession of a Bachelors degree or higherinCivil Mechanical Electrical or Petroleum EngineeringOR official notice of passing the Fundamentals of Engineering (FE) examinationin Civil Mechanical Electrical or Petroleum Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES).

2. At least one year experiencein Civil Mechanical Electrical or Petroleum Engineering ORpossession of aMasters degree or higherin Civil Mechanical Electrical or Petroleum Engineering.


JOB REQUIREMENTS for Engineer III
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

1.Possession of a Bachelors degree or higher inCivil Mechanical Electrical or Petroleum EngineeringOR official notice of passing the Fundamentals of Engineering (FE) examinationadministered by the National Council of Examiners for Engineering and Surveying (NCEES).

2. At least four years experience inCivil Mechanical Electrical or Petroleum Engineering.

3. Knowledge of engineering project management which includes planning scheduling staffing coordinating controlling monitoring evaluating and reporting on the status of engineering projects.
