Job Description

Position: Laborer

Department: Public Works & Engineering; Streets and Right of Way Division

Employment Status: Permanent Full Time NonExempt

Schedule:

Schedules currently change based on seasons.

April to October: MondayThursday 6:00 a.m. to 4:30 p.m.

November to March: MondayFriday 7:00 a.m. to 3:30 p.m.

Compensation: Grade 1; Salary Range starting at $16.74/hour


POSITION SUMMARY

Works under the direction of the Streets & Right of Way Superintendent the Deputy Director of Engineering & Public Works and at times the Crew Leader.

The laborer is responsible for performing tasks required to maintain and repair asphalt and concrete surfaces clean road ditches and sidewalks of debris ROW maintenance and clean roadways of snow and ice during winter months. May perform duties requiring some minimum skill in carpentry masonry pipe laying and other learned traits; operates light equipment 3 ton or less. This position does not require a CDL and would not be eligible to operate dump trucks and snowplow spreader trucks.


ESSENTIAL DUTIES KNOWLEDGE SKILLS ABILITIES

  • Performs various manual labor tasks required to maintain and repair city streets (i.e. shoveling materials loading/unloading trucks and operating handheld power tools and equipment)
  • Performs tasks related to paving concrete and excavation/filling.
  • Operates light equipment such as farm or lawn tractors rubber tire front end loaders gas powered asphalt roller chainsaw forklift manual rollers tamper shovel pick light duty trucks and other equipment smaller than three 3 tons.
  • Cleans street ditches culverts sidewalks right of ways and curbs of leaves garbage trees tree limbs and other debris including encampments. Shoveling using a leaf blower rake and broom.
  • Performs installation and maintenance of various street signs markers lines thermoplastic etc. to ensure safe efficient flow of traffic and pedestrians.
  • Works to treat city streets for snow and ice using both snow and ice removal equipment and handheld tools (may operate a truck with plow does not require CDL would not be allowed to operate any CDL truck).
  • Helps prepare rightofway and areas for special events.
  • Participates in oncall rotations for emergency responses storm and snow events.
  • Cleans equipment and tools used during the workday.
  • Cleaning bathrooms removing trash cleaning offices and vehicles cleaning windows. Any and all basic custodial duties as directed by the Superintendent.
  • Promotes an image of professional courteous service as a representative of the City of Morgantown.
  • Employee encounters occasional contact with other departments and general public.
  • Maintains paperwork works orders and other items as needed and assigned by supervisor describing materials equipment and personnel used during the day.
  • Performs duties as assigned by supervisors orally or in writing in a timely fashion.
  • Wears all PPE required for a job and follows all safety policies.
  • Employees will use computers and other equipment to receive/send communication submit timesheet request vacation complete required training and more.
  • Other duties as assigned.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Regular exposure to particularly physically demanding unpleasant strenuous and/or hazardous elements such as dealing with inclement weather operating heavy equipment etc.
  • Employee spends a majority of work shift using equipment and performing tasks requiring repeated bending crouching stooping stretching or crawling. Occasional activities require working from elevated workspaces. Daily operations require unaided lifting of objects weighing as much as fiftyone 51 pounds.
  • Employee spends time in City facilities occasionally outdoors or in a vehicle. Daily conditions encountered include odors fumes dust dirt noise and vibration. Other conditions vary with precipitation and seasonal changes.
  • Hazardous conditions encountered daily include but are not limited to:

Constant hazards: Danger from passing traffic mechanical hazards when using heavy equipment and entering confined spaces.
Occasional hazards: Tripping or slipping due to terrain and weather conditions traffic accidents when working to remove snow and ice and earth or brick caveins when laying pipe or working in manholes or drops. Fire hazards and working around potentially explosive materials.
Possible hazards: Contact with extremely hazardous or toxic waste sharps/needles and other debris when making deliveries of trash to the landfill hazards associated with working around large vehicles on narrow roads and steep grades and various weather conditions.

USE OF TECHNOLOGY & EQUIPMENT

  • Position has daily use of computers for data entry and use of the telephone radios fax machine copier etc.
  • Position has daily use of light equipment such as push mowers whackers pole saws custodial equipment etc.

CONTACT & SUPERVISION

  • Position involves frequent internal and external contact but generally on routine matters such as furnishing or obtaining information.
  • This position does not supervise any employees.
  • Reports to the Street Superintendent Deputy Director of Engineering & Public Works and Director of Engineering & Public Works.

Requirements

MINIMUM REQUIREMENTS

Education:

  • High school degree or equivalent (GED).

Certification/License:

  • Valid Drivers License
  • Class D Drivers License must be acquired within 30 days of employment.

Experience:

  • One year of general construction experience.

PREFERRED QUALIFICATIONS

  • More than 1 year of general construction experience.
  • Ability to read and understand construction plans and blueprints.
  • Experience operating light duty equipment such as chainsaws payloaders snowplow tractors.
  • Some training in First Aid CPR and safe driving.
