Job Description

Introduction

** THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEEEMPLOYEES ONLY**

The Department of Employee Relations (DER) has two openingsfor Human Resources (HR) professionals: in Labor Relations and Compliance.

These positions will be filled at the level that best meetsthe needs of the Department. The names of successful candidates will be placedon the highestlevel eligible list for which they qualify.

Purpose

LABOR RELATIONS:

The Human Resources professional assists with all LaborRelations matters including contract negotiations arbitration proceedingsgrievances research and other employee relations issues.

COMPLIANCE:

The Human Resources professional handles employee relations investigationsand resolutions conducts compliance training and oversees unemploymentinsurance coordination and reporting.

Essential Functions

The essential functions performed depend upon theassignment.

LABOR RELATIONS:

Research and Data Tracking:

  • Perform data and cost analyses; organize and present data for collective bargaining strategy labor agreements mediation interest and grievance arbitration proceedings.
  • Maintain a database of comparable jurisdiction collective bargaining agreements.
  • Design and conduct surveys of comparable jurisdictions; maintain survey results.
  • Evaluate and compare existing City benefits with comparable municipalities by analyzing plan options survey reports and other resources.
  • Summarize complex data into comprehensive easytounderstand reports and organize and develop data tracking worksheets.
  • Communicate data analysis and findings in a manner that guides and facilitates informed and timely decisions.
  • Support pay administration compensation and benefit administration programs.

Labor Relations:

  • Advise on existing contracts and guide management regarding labor contract interpretation application and enforcement.
  • Act as an independent reviewer at the third step of the disciplinary grievance process.
  • Investigate and respond to Dispute Resolution Procedure claims.
  • Attend meetandconfer meetings.
  • Provide coverage for the Labor Negotiator.

Employee Relations:

  • Provide guidance regarding the Milwaukee Code of Ordinance (MCO) 350 and Milwaukee Salary Ordinance interpretation application and enforcement.
  • Provide technical assistance and training to management on state and federal employment regulations collective bargaining agreements personnel procedures and grievance procedures.

COMPLIANCE:

Employee Relations Investigations and Resolution:

  • Conduct complex investigations into employee complaints Equal Employment Opportunity (EEO) matters and disabilityrelated concerns.
  • Prepare detailed investigation reports maintain thorough documentation and recommend corrective actions for violations of City policies.
  • Advise management and employees on roles rights concerns and responsibilities under citywide policies such as antiharassment workplace violence prevention and the Americans with Disabilities Act Amendments Act (ADAAA).

Compliance Training:

  • Develop and lead trainings for city employees managers cabinet members and elected officials on compliance topics including antiharassment workplace violence prevention discipline and disability accommodations.
  • Provide technical assistance and training on state and federal employment regulations to ensure compliance with City policies.

Unemployment Insurance Oversight:

  • Coordinate the Citys Unemployment Insurance function with the thirdparty administrator including preparing electronic written and verbal responses to the State Department of Workforce Development.
  • Advise department managers on appropriate actions regarding claims and prepare required reports including Quarterly State Reports and Twelfth of the Month Department of Labor (DOL) reports.

1. Regular status as a City of Milwaukee employee havingsuccessfully completed a probationary period for civil service position orstatus as a City of Milwaukee employee in a fixed term position.

2. Bachelors degree in human resources management publicadministration industrial or labor relations labor economics psychology ora closely related field from an accredited college or university.

HUMAN RESOURCES ANALYSTSENIOR

3. Two years of professionallevel experience successfullyperforming duties closely related to the essential functions listed above.

HUMAN RESOURCES REPRESENTATIVE

3. Three years of professionallevel experience successfullyperforming duties closely related to the essential functions listed above.

Equivalent combinations of education and experience may alsobe considered.

Desirable Qualifications

  • Masters degree in human resources management public administration industrial or labor relations labor economics psychology or a closely related field from an accredited college or university.

LABOR RELATIONS:

Technical:

  • Knowledge of collective bargaining contract and grievance administration and interest and grievance arbitration.
  • Knowledge of federal state and municipal employment labor laws and how to interpret and effectively apply them including the Municipal Employment Relations Act (MERA) Wisconsin Employment Relations Commission (WERC) proceedings the MCO 350 and Salary Ordinance.
  • Knowledge of research methods and ability to conduct research and perform surveys effectively.

COMPLIANCE:

Technical:

  • Knowledge of federal state and municipal employment labor laws and how to interpret and effectively apply them including the MCO 350 Salary Ordinance EEO the Family and Medical Leave Act (FMLA) and ADAAA.
  • Ability to create and conduct training and presentations.

BOTH LABOR RELATIONS AND COMPLIANCE:

Technical:

  • Knowledge and understanding of labor and management relations due process and just cause standard.
  • Ability to learn and understand the Rules of the City Service Commission.
  • Ability to read understand interpret and apply jobrelated materials including periodicals legislation policies reports and technical publications.
  • Ability to conduct investigations and interviews and create written reports.
  • Proficiency in standard computer applications such as Outlook Microsoft Word PowerPoint and Excel.

Communication and Interpersonal:

  • Verbal communication skills to share information and respond to questions clearly.
  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Ability to remain calm in stressful situations defuse emotionally charged situations and seek solutions toward resolution.
  • Ability to maintain effective working relationships with fellow staff management other City staff elected officials union officials and the public.
  • Ability to work independently and cooperatively in a teamoriented environment.
  • Ability to work effectively with people whose backgrounds may differ from ones own.

Current Salary

HUMAN RESOURCES ANALYST (Pay Range 2IX)

The current salary range is$68244$86854 annuallyand the resident incentive salary range for City of Milwaukee residentsis$70292$89460annually.

HUMAN RESOURCES ANALYSTSENIOR (Pay Range 2JX)

The current salary range is$72768$92612annuallyand the resident incentive salary range for City of Milwaukee residentsis$74951$95390 annually.

HUMAN RESOURCES REPRESENTATIVE (Pay Range 2KX)

The current salary range is$77551$98704annuallyand the resident incentive salary range for City of Milwaukee residentsis$79877$101665annually.

Appointment above the minimum is possible based upon levelof experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESSwill be jobrelated and willconsist of one or more of the following: an evaluation of related educationexperience and accomplishments an evaluation of written communicationinterviews and/or other assessment methods. The Department of EmployeeRelations reserves the right to call only the most qualified candidates toproceed in the selection process. Information from the selection process willbe used to make a hiring decision. Selected candidates will be transferredand/or promoted to the position.
