Drive Revenue. Power Transit. Lead the System Behind the Service.


Join the City and County of Honolulus Department of Transportation Services (DTS) as a Revenue Systems Manager (Planner VI) and take the lead in managing the financial backbone of our multimodal transit system. In this key leadership role youll oversee the technology strategy and operations behind electronic fare collectionensuring every ride is supported by efficient secure and futureready revenue systems. Duties and responsibilities include but are not limited to:
  • Overseeing the development and implementation of software hardware and policy enhancements to the electronic revenue collection system.
  • Overseeing technical modifications of existing electronic revenue collection equipment and directing integration of new systems and technology enhancements.
  • Managing electronic revenue collection system contracts relationships and budget.
  • Overseeing the management and coordination of vendors contractors and consultants.
  • Responsibility for electronic and cash revenue collection processing reconciliation compliance operations contractors and commercial services relationships for multimodal transit.
  • Responsibility for the ongoing review inspection and acceptance of contractor submittals such as invoices performance reports change requests plans procedures work instructions and training materials to include competency tracking and assurance.
  • Engaging in surveillance inspection investigation audit and reporting activities to ensure programs satisfy the requirements of any relevant contracts plans procedures and work instructions as well as any applicable federal state and local laws and regulations.
  • Establishing and maintaining strong relationships with other agencies Lead Operations and Maintenance Contractors and other City and County of Honolulu Departments in order to fulfill requests support special projects and resolve issues.
  • Demonstrating a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.


Special Work Requirements:

  • Must be able to handle confidential information.
  • This position is designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters and other emergencies (e.g. when 24hour staffing of the Citys Emergency Operating Center is activated).
  • While on the job may encounter hazards and safety issues while conducting inspections at transit facilities or at incident sites.
  • Regular office hour and work schedule changes and may include weekdays weekends and hours outside of 7:45 a.m. to 4:30 p.m.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a noncitizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionallyaccredited fouryear college or university with a bachelors degree in accounting finance public administration or a related field.

Substitution: Work experience may be substituted for the Bachelors degree on a yearforyear basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a Bachelors degree.


EXPERIENCE REQUIREMENT:
Five years of professional (postbachelors degree nonclerical) fare revenue operation systems and program work experience as a primary function in a large public or private transportation or financial organization.

Such experience must have demonstrated:
  • Knowledge of the principles practices and theories of revenue operations and automated revenue collections systems including advanced and emerging technologies and software systems;
  • Knowledge of revenue collection technology for multimodal services including equipment engineering and schematics;
  • Knowledge of financial recordkeeping and cash transaction procedures;
  • Knowledge of design development and troubleshooting software programming techniques and programming languages;
  • Knowledge of supervisory control and data acquisition technology;
  • Knowledge of General Accepted Accounting Principles (GAAP) budget financial forecasting principles statistical methods and analysis;
  • Ability to compile analyze and interpret complex data;
  • Ability to verify the accuracy of financial data reports and information;
  • Ability to perform studies and evaluations of fare collection equipment;
  • Ability to analyze and evaluate financial information contract terms and monitor contracts to ensure compliance with scope specifications schedule and budget;
  • Ability to interpret and explain revenue control and handling policies and procedures;
  • Ability to analyze and evaluate financial information to determine possible areas of theft or fraud;
  • Ability to prepare budget requests;
  • Ability to review facility designs for fare collection equipment;
  • Ability to communicate effectively orally and in writing;
  • Ability to speak to large groups and the media;
  • Ability to establish and maintain working relationships and coordinate projects with other organizations including the private sector.

Note: Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:
Possession of an appropriate valid drivers license (type 3/automobile).
