The Opportunity

Reporting to the Deputy Chief of Support Services this position is responsible for the efficient and effective development implementation and monitoring of all programs relating to the mechanical operations of the Department.

Accountabilities

Plans directs and supervises the operations of the Mechanical Division.
Ensures equipment breakdowns are repaired effectively and efficiently and manages the preventative maintenance program.
Directs monitors and evaluates the equipment management system checks the monthly and quarterly computer reports and investigates discrepancies.
Oversees the ordering delivery and payment of all parts/fuel according to established procedures.
Reviews and analyzes equipment accident reports provides damage appraisals to Insurance Adjusters upon request.
Makes recommendations on the disposal maintenance and acquisition of new vehicles and service contracts within the SJRFD and assists in the development and management of tenders and contracts.
Assists in developing implementing and monitoring short and longterm strategies for the Department so that effective and consistent direction is provided.
Assists in developing implementing and monitoring Departmental programs which are directed at providing and maintaining the SJRFD fleet in line with accepted industry standards.
Develops recommends and implements Policies and Operational Guidelines (POGs) and safe work practices.
Participates in the collective bargaining process by providing recommendations on contractual labour issues and developing reports for union negotiations.
Maintains a knowledge of relevant legislation SJRFD Policies/Guidelines current Collective Agreement and any other applicable policies procedures and/or standards.
Monitors attendance approves leave identifies training opportunities manages performance and recommends disciplinary measures for all staff in the Mechanical Services division.
Represents the Department by serving on various committees projects studies etc.
Assists in the preparation and monitoring of the annual departmental budget and participates in internal and external audits.
Other related duties as assigned.

The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications

Must be high school graduate with a 3year Diploma or a Degree in Business Engineering Technology or related field from an accredited educational institution. Candidates must have at least six 6 years of work experience in fleet management with a minimum of three 3 years supervisory experience preferably in a unionized environment. Certification as a mechanic or Emergency Vehicle Technician (EVT) is considered an asset in addition to experience in administration of tenders and contracts and possessing a valid Class 3 drivers license with air brake endorsement. Candidates must have a good working knowledge of Occupational Health and Safety including hazard assessment workplace safety inspection and accident investigation.

Applicants must possess excellent oral and written communication skills and the ability to deal with people in a tactful diplomatic manner. Must and have a good working knowledge of Excel and computerized maintenance systems. An equivalent combination of education and experience acceptable to the City may be considered.

This position is classified as safetysensitive. The City of St. Johns has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory preemployment requirement.

8:00 a.m. 4:00 p.m.
40 hours per week
