The City of Oxnards Information Technology Department is seeking an IT Program Manager who will oversee complex IT projectsand multiproject programs providing leadership and strategic direction to ensure optimal outcomes. This role involves managing multiple projects and/or programscoordinating project/program teams communicating with stakeholders and ensuring the successful delivery of technology solutions. IT Program Managers are also expected to contribute to the continuous improvement of project and program practices.
WORK SCHEDULE:The normal work week is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. Depending on area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.
Please note:The Information Technology Department supports public safety personnel including the Police Department. Therefore as part of the selection process applicants may be required to successfully complete a thorough background investigation which includes a polygraph exam.
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
Lead and manage largescale IT projects and programs that require multiple subprojects or workstreams.
Define project and program structure with roles and responsibilities that ensure clear ownership accountability and decisionmaking authority.
Engage frequently and effectively with senior stakeholders.
Develop and execute detailed project and program plans for ITrelated projects including developing project schedules allocating resources leading project meetings and maintaining project documentation
Monitor status and performance for ITrelated projects and proactively identify potential challenges to recommend solutions
Communicate project and program expectations to team members and stakeholders to ensure alignment with requirements
Facilitate projects and programs from initiation to completion and track project milestones and deliverables throughout project lifecycle
Manage scope and deliverables of thirdparty vendors
Support enterprise project and program management activities by tracking and reporting on project metrics including scope schedule costs and risks
Create and execute change management plans including communication and training needed to minimize operational and enduser disruption from projects
Identify opportunities for process improvements and system optimizations. Stay informed about industry trends and emerging technologies that may benefit the organization.
Provide Business Systems Analysis (BSA) support when needed including: facilitating business requirements gathering sessions providing input into business requirement documents analyzing and managing data and developing and managing test plans.
Performs other duties of a similar nature and level as assigned.
The following are theminimumqualifications necessary for entry into the classification:
EDUCATION:
A Bachelors Degree from an accredited institution with major coursework in Computer Science Information Systems Electronics Engineering Voice/Data Communications Public/Business Administration or a related field. EXPERIENCE:
Possession of a minimum of six 6 years of IT project/program management experience with at least 2 years of program management including:
Implementing software and infrastructure technology solutions
Proven track record of managing projects/programs with increasing complexity
Using Project Management Software (Planview Rally Jira etc.
Strong knowledge of Agile Waterfall and Hybrid methodologies
Experience in leading technology RFPs and vendor/solution selection
Project resource planning and management
Project budgeting
Process Improvement
Creating and presenting project status reports steering committee documents and other project artifacts to ensure alignment and optimal project delivery.
Project change management
Preferred
Experience working in for municipality and public safety
Experience successfully leading M365 Data Warehouse Cloud Migration Active Directory and/or ERP implementations
Implementing vendor solutions that may or may not integrate with proprietary solutions.
Proficient in data management and analysis
Experience with user adoption practices including communications training organizational change management business impact analysis.
LICENSE/CERTIFICATIONS:
Project Management (PMP) or Program Management (PgMP) preferred but not mandatory.

NOTE:For most positions the City of Oxnard relies on office automation (Microsoft Office/Google) and webbased enabled tools therefore candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.
Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.
Employees are required to participate in the Citys direct deposit plan and are paid on a biweekly basis.
This position requires a 12 month probationary period.
