The post holder will be part of the valuation staff who prepare and maintain the Valuation Roll and Council Tax Valuation List. The post will be based at Fife House North Street Glenrothes KY7 9EL but will work Fife a progressive employer we offer the opportunity to work in this role as a blended working arrangement with homeworking opportunities and occasional officeworking as required.
While the significant part of the role can and will be carried out remotely candidates should be able to travel to and attend office locations in Fife as required.
Key tasks in the role include:
- Monitor property development and property sales over a geographical area of Fife.
- Liaise with Council Tax payers over banding queries and proposals and manage their cases within statutory timescales.
- Deal with a wide variety of enquiries received by the service from a broad range of parties regarding council tax and nondomestic rates matters.
- Make appointments to inspect properties for both council tax and nondomestic rates.
- Survey domestic properties for council tax and non domestic properties for nondomestic Rates and then create or maintain property files.
- Research sales information for a council tax valuation or rental information for a non domestic rates valuation.
- Carryout council tax or nondomestic valuations.
- Maintain the services computer and manual systems.
- Assist in the preparation of council tax and nondomestic rates appeal cases being heard before the Scottish Courts & Tribunal Service.
The Person
Applicants should have:
- A property based HND HNC NVQ3 foundation degree or equivalent. An applicant with the appropriate qualification will start on the Fife Council paygrade FC629508..03.
- Able to deliver good customer service to a variety of internal and external stakeholders through verbal and written communication skills.
- Good numeracy accuracy andthe ability to produce clear concise and accurate documentation and reports.
- Experience and ability to work in a busy office environment as part of a team or individually as required.
- Experience of working in an Assessors office property environment or similar and delivering a professional approach to duties.
- A working knowledge of construction materials and civils.
- Able to organise and prioritise own workload to meet agreed deadlines and work under own initiative.
- Enthusiastic and selfmotivated.
- Strong IT skills and a knowledge of data protection principles.
- The ability to travel throughout Fife.
- The ability to learn and apply nondomestic rates and council tax legislation and case law on a practical basis.
