06/16/2025The Director for Contracting and Purchasing oversees the District Contracting and Purchasing team Print Shop Warehouse/Distribution food services real estate purchases/sales vendor relations surplus administration and disposal and overall supervision of the contracting staff and related procurement activities.The following statements are illustrative of the essential functions of the job and other key duties that may be required. Reports consistently for work as scheduled

Attains proficient or higher evaluations on established Performance Standards
Assists the Chief Financial Officer in the development of district procurement policies regulations procedures and recommendations
Communicates with contractors vendors and manufacturers and reads applicable professional publications to learn and keep updated on market trends and conditions prices and new products
Develops written recommendations for the improvement of business practices and ethics pertaining to procurement and contracting
Reviews and approves miscellaneous contracts for schools and departments prior to administrator signature
Ensures proper source selection on RFPs sets standards and requirements for compiling and reviewing bid documents notifies participants of results conducts preproposal conferences and maintains contract files
Ensures self and staff maintain knowledge of details and trends in changing market conditions to effectively oversee the procurement of supplies and services in terms of prices and quantities that benefit the district
Ensures that proper competition procedures are followed including the purchasing activities of all buyers and procurement staff
Ensures that proper procurement and business procedures are followed by all district staff
Establishes efficient and effective processes and systems to enhance procurement and contracting activities
Issues notices of award and notices to proceed on contracts requiring these documents
Renders formal determinations regarding disputes and claims
Meets with vendors manufacturers contractors and district personnel to investigate and resolve problems with product performance services delivery dates construction problems and other areas
Oversees planning and coordinating procurement activities and strategies to meet the districts needs
Plans and updates solicitation schedules in conjunction with bond project program and project managers
Provides support and assistance to improve the districts programs and management efforts
Represents the district by leading negotiation teams on major contracts and procurements
Serves as a major participant in developing policy and regulation recommendations to ensure maintenance of a professional procurement operation and compliance with all applicable laws
Serves as the districts representative in negotiating contractor modifications and change orders work requests provisional interim billing and supplement agreements. Signs contract modifications unless otherwise delegated in writing.
Signs all contracts within the authority delegated by the Board of Education
Solicits proposals for technical evaluation from appropriate staff offices determines prenegotiation position for districts negotiating team and signs and approves all post negotiation memorandums
Supervises directs counsels and instructs efforts of staff to ensure all staff members perform to the best of their abilities to include development of individual staff development plans and performance evaluations

This position begins June 16 however if available we would like to crosstrain earlier in the month of June.

Bachelors (Baccalaureate) degree (e.g. B.A. A.B. B.S.
35 Years Experience with Procurement and Contracting
35 Years Supervisory Experience
Preferred Qualifications:
Certified Purchasing Manager (CPM) National Association of Purchasing Managers (NAPM)
Certified Professional Procurement Officer (CPPO) NIGP The Institute for Public Procurement
35 Years Experience Leading Procurement and Contracting
35 Years Experience in Government or PublicSchool Settings
Some Experience in Construction contracting and procurement practices and procedures
