Human Health and Performance Contract Systems Integration Officer (HHPC HSI Officer) and Commercial Low Earth Orbit (LEO) Development Program (CLDP) Senior Integrator (PartTime)

Human Systems Integration (HSI) is fundamental to the significant role the Human Health and Performance (HHP) Directorate and the Health and Medical Technical Authority (HMTA) play in advocating for humancentered system concepts and designs. In 2013 the inclusion of HSI in NASAs Systems Engineering Processes and Requirements (NPR 7123.1 document required recognition of the human as a system that must be considered concurrently and integrated with all other systems throughout Program/Project Life Cycle Phases. Although HSI is still a relatively new discipline significant efforts are underway to better define HSI processes and establish guidance and recommendations for its implementation tailored to the size scope and types of programs and projects. While understanding of HSI has improved across NASA there remains substantial room for growth.

The HHPC HSI Officer will serve as the contract representative responsible for collaborating with the NASA HSI Working Group Chair HHPC management and Humans Systems Engineering & Integration Division leadership. This role involves efforts to achieve common understanding of HSI within the HHP Directorate enhance HSI workforce upskilling ensure consistent implementation of HSI policy and processes and common processes and tools. The incumbent will maintain a broad perspective on challenges and communication channels with ongoing attention to educating and connecting groups or individuals to improve product quality enhance stakeholder communication both within and outside the HHP Directorate encourage the sharing of innovative solutions to common challenges and help bridge the gap between Program and Project HSI . The incumbent will be well positioned within HHPC to collaborate on other high priority issues and therefore may be asked to contribute to other projects as assigned by HHPC management. The role of HSI Officer and any other HHPC special project assignments are designed to not exceed 50 of a fulltime position (i.e. no more than 20 hours/week).

With the remainder of time available as negotiated during the hiring process the incumbent will serve as a senior member of the Commercial LEO Development Program (CLDP) Integration Team supporting HHPD and the Health and HMTA at NASA/JSC. The incumbent will be part of a team of integrators and subject matter experts (SMEs) who work together to ensure NASAs CLDP adequately incorporates and implements NASA HMTA standards from NASASTD3001 into vehicle designs. The Senior CLDP Integrator will obtain and maintain technical knowledge across all HHP disciplines and engage SMEs for the details. This position will work closely with the CLDP Crew Health and Performance Officer (CHPO) to ensure HMTA/HHP is incorporated into commercialization strategies and commercial medical operations. The Senior CLDP Integrator will participate in designated meetings and working groups as a mechanism for monitoring the incorporation of HMTA/HHP interests in Program strategies and policies communicate status to the HMTA/HHP team and prepare materials for communicating awareness or escalating issues as needed. This position will support the CLDP CHPO with identifying issues incorporating input from experts and stakeholders and proposing solutions. The position will interface with HMTA and JSC HHP management as well as with Program personnel.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Lead the efforts to achieve a common understanding of Human Systems Integration (HSI) within the Human Health and Performance Directorate.
  • Identify and coordinate HSI training and education opportunities across the Human Health and Performance Contract.
  • Identify opportunities for HSI upskilling and categorize upskill opportunities with functional groups or specific individuals. Provide guidance on securing and achieving these upskill opportunities.
  • Provide technical and administrative guidance and support to the Chair of the NASA HSI Community of Practice.
  • Understand and seek improvements to integration of HSI costs into project estimates and planning activities including accounting for HSI back up to verification and validation.
  • Serve as a Senior CLDP Integrator.
  • Participate in designated CLDP meetings as the HMTA/HHP representative. This includes proactively screening agendas to engage appropriate HHP representatives and/or SMEs as needed taking notes during meetings and communicating relevant information to the CLDP HMTA/HHP team.
  • Coordinate with HMTA HHP Management and HHP technical SMEs.
  • Assist CLDP CHPO with monitoring and influencing commercialization strategies which includes medical operations.
  • Coordinate and participate in Program document and design reviews develop corresponding summary assessments and follow up on resulting actions.
  • Develop position papers and/or presentations that incorporate HMTA/HHP interests.
  • Participate in HMTA meetings NASA Human Spaceflight Program meetings HHP meetings and internal team meetings; develop and deliver presentations as necessary.
  • Responsible for compliance with Safety Health and Environmental plan; must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the Companys safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel.
  • Responsible for compliance with the Quality Assurance Plan policies and procedures.
  • Must maintain regular and acceptable attendance level as determined by the Company.
  • Responsible for completing all assigned training.
  • Other duties as assigned.

EDUCATION/EXPERIENCE

REQUIRED: The candidate must have at least a bachelors degree in systems engineering biomedical engineering human systems integration biomedical science industrial engineering or closely related field and 10 years experience.

Demonstrated leadership experience in Human Systems Integration is required. Demonstrated experience in collaborating with multidisciplined teams is required. Experience with human systems standards and human systems integration in NASA human spaceflight programs is required. Experience in NASA spaceflight operations is required.

SKILLS/TRAINING

REQUIRED: The candidate shall have demonstrated the ability to work independently and shall possess strong verbal and written communication skills including delivering presentations and writing reports. Verbal skills also include the capability to speak up in Program meetings. The candidate shall also have the capability to listen to Subject Matter Experts (SME) and to understand enough to represent their expertise but not to serve as the expert to the exclusion of the SME. Ability to work in Microsoft Offices suite of tools especially SharePoint and Excel is required.

DESIRED: Familiarity with industry standards (e.g. NASASTD3001 for human space flight is desired. Candidate should have the ability to effectively interact with customers at all levels. The ability to assimilate large amounts of information and highlight the key pieces that are of importance to the customer is highly desirable.
