Job Description

DESCRIPTION

Napa Valley College is seeking a Human Resources Technician. The Office of Human Resources Training & Development (OHRTD) supports a positive learning environment for our students by recruiting and maintaining a diverse dynamic and interdependent workforce. Serving as the office of compliance the OHRTD is committed to ensuring fair accurate and equitable compensation and benefits. The incumbent in this position will be providing administrative support to human resources training and development services; providing information to applicants employees and the public; performing a segment of the technical/clerical functions of the office as assigned; providing requested information regarding department procedures and functions; and maintaining records.

This job reports to the Assistant Superintendent/Vice President Human Resources Training & Development.


This is a 40hoursperweek 12monthperyear confidential position. The salary is at an appropriate placement at Range 6 of the current Administrative/Confidential salary schedule. The starting salary range is $4646 to $5122/month with future steps up to $6537/month. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package including medical dental vision disability and life insurance employee assistance program and retirement system membership. Assignment includes 20 paid holidays 22 vacation days and 12 days sick leave annually.

DUTIES AND RESPONSIBILITIES

Essential Functions:

  • Analyzes new employment data (e.g. new employee paperwork personnel forms etc. for the purpose of ensuring accuracy of employment and onboarding processes are completed.
  • Assists in daily operations (e.g. area reception event planning documentation recruitment support etc. for the purpose of providing services within established timeframes and in compliance with related requirements.
  • Assists with employment process (e.g. scheduling interviews notifications etc. for the purpose of meeting district staffing requirements while complying with established guidelines.
  • Communicates with a variety of individuals (e.g. internal staff administration external entities etc. for the purpose of providing necessary communication through a variety of media to ensure completion of department processes while remaining in compliance with local state and federal regulations.
  • Compiles data from a variety of sources (e.g. applicants employees benefit carriers outside agencies etc. for the purpose of complying with financial legal and/or administrative requirements.
  • Crosstrains in assigned work areas for the purpose of ensuring departmental continuity in all circumstances.
  • Maintains a variety of files and records (e.g. department website procedures schedules reports guidelines personnel forms etc. for the purpose of documenting information and ensuring the availability of information for future reference and in compliance with established policies.
  • Participates in a variety of meetings (e.g. unit meetings inservice training workshops negotiations etc. for the purpose of conveying and gathering information required to perform job functions recording minutes and supporting the needs of the attendees.
  • Performs a wide variety of clerical functions (e.g. scheduling minutes routine letters receiving telephone calls keeping records of various committees etc. for the purpose of providing processes and procedures necessary to the department.
  • Prepares a variety of reports and related documents (e.g. board documents agendas employee records recruitment packages website updates etc. for the purpose of ensuring accurate historical data and providing documentation and information.
  • Processes documents and materials (e.g. temporary assignments applications payroll changes purchase orders for billing department newsletter etc. for the purpose of disseminating information to appropriate parties.
  • Provides administrative support (e.g. data input record keeping technical support etc. for the purpose of ensuring efficient and accurate implementation of Human Resources Training and Development department functions and procedures.
  • Responds to inquiries from a variety of internal and external sources for the purpose of providing information and/or providing direction.
  • Serves as liaison between Human Resources Training and Development and a variety of individuals and groups (e.g. applicants staff federal and state agencies administrators etc. for the purpose of facilitating communication and providing guidance among many parties.
  • Supports negotiation activities for the purpose of ensuring negotiators have necessary information or are able to access appropriate information quickly and efficiently.

Other Functions:

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

JOB REQUIREMENTS

Minimum Qualifications

Skills Knowledge and Abilities:

SKILLSare required to perform single technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying pertinent codes rules and regulations; operating standard office equipment including pertinent software applications; preparing and maintaining accurate records; planning and managing projects; following oral directions; communicating in order to synthesize and solve problems; exercising excellent customer service; and organizing a variety of meetings and conferences.

KNOWLEDGEis required to perform basic math including calculations using fractions percents and/or ratios; read technical information compose a variety of documents and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: computer skills; spelling grammar and punctuation; record keeping principles applicable to employment practices; modern office practices procedures and computer hardware and software; and human resources codes laws rules regulations and policies.

ABILITYis required to schedule a number of activities meetings and/or events; often gather collate and/or classify data; and use basic jobrelated equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize jobrelated equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; maintaining confidentiality; meeting deadlines and schedules; setting priorities; working with detailed and confidential information; working independently; performing complex evaluation of records with speed and accuracy; working cooperatively with others; supporting necessary organizational procedures; adapting to changing priorities; and working with frequent interruptions; and demonstrated sensitivity to and understanding of the diverse academic socioeconomic cultural disability gender identity sexual orientation and ethnic background of community college students.

Responsibility:

Responsibilities include: working under limited supervision using standardized practices and/or methods; leading guiding and/or coordinating others; operating within a defined budget. Utilization of some resources from other work units is often required to perform the jobs functions. There is a continual opportunity to have some impact on the organizations services.

Work Environment:

The usual and customary methods of performing the jobs functions require the following physical demands: occasional lifting carrying pushing and/or pulling some stooping kneeling crouching and/or crawling and significant fine finger dexterity. Generally the job requires 90 sitting 5 walking and 5 standing. This job is performed in a generally clean and healthy environment.

Education:

Community college and/or vocational school degree from an accredited institution with study in jobrelated area.

Criminal Background Clearance
Tuberculosis Clearance

Title 8 USC Section 1324A requires verification of eligibility for employment in the United States.

Desirable Qualifications:
  • Two 2 years recent Human Resources experience in an educational environment.
  • HR database systems/modules and/or applicant tracking systems skills and experience.
