Sr. Principal Specialist Logistics AdministrationKBR is seeking a Sr. Principal Specialist Logistics Administration in support of PMA231. The E2/C2 Airborne Command and Control Systems Program Office (PMA231 is responsible for providing the E2C Hawkeye E2D Advanced Hawkeye Hawkeye 2000 and the C2A Greyhound fleet with acquisition strategy logistics and sustainment solutions in support of the warfighters mission.
Job Description:
Report to E2/C2 DLA Weapon Support Program Manager (WSPM) at DLA RICHMOND VA. As a representative of the PMA231 E2/C2 Product Support Manager (PSM) at NAS Patuxent River and part of the PMA 231 program office logistics team.
Performs acquisition or sustainment supply support function as directed by the DLA WSPM.
Assist in executing provisioning for Design Change Notices (DCN) and Integrated Logistics Support (ILS) processes including review of DCNs generated by NAVAIR Fleet Support Teams (FST) hardware and consumable part producers and vendors update supply system National Stock Numbers (NSNs) files and assist in Bill of Material (BOM) reviews for sustainment and acquisition processes as required in support of E2/C2 aircraft systems.
This is a senior position; candidate will provide high level (DLA) functional support in all areas of acquisition and program sustainment and accounting system processes be familiar and proficient in DLA Electronic Data System management tools.
Participates in support of multiple PMA231 program Integrated Product Teams (IPTs) and IPT directed business meetings. Collect complete organize and interpret technical data and financial information relating to aircraft acquisition and product programs.
Track Program/project status and schedules. Apply all DoD Naval Supply Naval Aviation policies and procedures to manage all 12 logistics elements. Participate in help organize and support Program Reviews and Product Support Reviews (PSR) and Supply Provisioning meetings as part of Contractor Service Support Team; produce program presentations and present to senior leadership status of products.
Travels 12 trips yearly east and west coast. The selected applicant must be a proactive selfstarter ready and willing to work in a high pace environment deal with a high workload willing to work independently and with other individuals to build teams and partnerships internal and external to organization.
Required to work and execute duties/resolve problems with minimal direct supervision.
Provides the following Supply Support and logistics functions as directed: Collect compile analyze investigate research and apply logistics maintenance acquisition or financial data and information to resolve E2/C2 program issues.
Develop modify prepare and validates documentation in relation to automated logistics or maintenance data reporting systems and management information systems.
Update and maintains provisioning files and records with actual or projected data and established allowance lists perform sparing analysis for new systems or major changes to E2C/C2 legacy systems.
Helps resolve Not Mission Capable (NMCS) degrader issues and provide recommendations to correct supply shortfalls (supply chain blockages) to improve repair turnaroundtime and/or correction of supply support deficits.
Utilizes common supply and fleet data to provide logistic studies evaluate and maintain a spares procurement schedules and quantities and data to expedite spares and repair requirements that impact current PMA231 E2/C2 readiness.
As DLA Representative assist NAVSUP PMA and Fleet units in supporting Aviation Coordinated Allowance List (AVCAL) provisioning and outfitting. Coordinating Onboard Shipboard Allowance List (COSAL) provisioning and outfitting processes including PackUp Kits (PUK).
Closely assist NAVAIR/PMA231 and DLA coordinate actions with NAVSUP in monitoring funding utilizing supply chain metrics and management processes for tracking and assessing performance (turnaround times repair times delivery times etc..
Assists DLA WSPM PMA231 PSM in E2/C2 programs in the identification collection management and reporting of Government property and material inventories.
Assists theKBR team in writing proposals and documentation related to business growthand winning new and recompeting old contracts Additionally they will assist the KBR on site manager as needed providing good customer relations at DLA.
Basic Qualifications:
BS/BA degree in Acquisition Logistics or Business Management or related field plus ten years of experience in operational logistics support US Naval Aviation Supply/maintenance DoD Programs engineering or Demonstrated Master Logistician (DML). Related experience will be accepted in lieu of a degree.
Experience must include at least three years of recent experience in acquisition logistics/maintenance engineering technical analysis of logistics requirements or specific experience in operational logistics planning.
A MS/MA related degree may be substituted for two 2 years of operations logistics experienceOR an additional five years of acquisition or operational logistics management experience may be substituted for a BS or BA degree.
Must have experience performing logistic studies analysis and evaluations in support of DoD weapons systems/equipment.
Must be able to work remotely on/or offsite with minimal supervision as required by contract; This position is currently 90 telework.
Must be willing to travel as required by contract.
An active secret level security clearance is required.
Preferred Skills:
Prior experience as a DOD or Navy Senior Equipment Specialist or educational background in DoD & NAVY supply chain management analysis and evaluations in support of DoD weapons systems/equipment is preferred.
Experience with Federal/DOD Information Technology (IT) programs and data bases Navy ERP ICAPS Internet enabled Federal Logistics Information Service (WebFLIS) eCAT FMT DOD Fed MALL CM Pro Navy Supply Support Programs (NSSP) OTS One Touch JEDMICS NATEC.
Prior experience as a government senior to midlevel Logistics Management Specialist is a plus.
Basic Logistics and Naval Aircraft Sustainment Acquisitions experience particularly the E2C D and C2 V22 and T56 Engine & Prop Acquisition and FMS experience is a plus.
Knowledge of SECNAV OPNAV and OSD policy and documentation related to PPBS lifecycle management of military acquisition programs (as specified in the DoD 5000 series).
Defense Acquisition University (DAU) Certification Level 13 DAU Logistics and Finance Courses Navy LS Courses.
Ideal Candidate will have 10 to 20 years of DLA and or Naval Aviation Supply Support or Acquisition Logistics experience.
Additional Qualifications:
Must be able to work a 90 telecommute work schedule. 10 at the Defense Logistics Agency E2/C2 program offices for (WSPM) andKBR Work site at Richmond Virginia. Work time on site could change over time based on DoD policy.
KBR administrative functions will be through Lexington Park Maryland office requiring occasional travel to and from PMA231 NAVAIR Building NAS Patuxent River MD Supporting E2C2 Program Office NAVAIRNormal Services DLA Service Computer Required
